Global Nuclear Renaissance under Guise of “Net Zero”

WKOG: The nuclear renaissance is not confined to France. It is happening in the United States, Canada, Sweden, Australia, UK, India, Japan, South Korea, etc. Behind the veneer of  a global “green” energy transition that places solar and wind at the marketing forefront, a nuclear renaissance is quietly sweeping the globe. While the relationship between public policy and public opinion regarding nuclear energy is closely monitored via think tanks and polling, influencers, social networks for climate, and youth are corralled and deployed to build support for nuclear energy. For the monumental task of obtaining social license, for a highly unpopular form of energy (and waste), fear is deployed as a means of obtaining consent, as is framing (language) and oppression. The sole focus on climate change (end of the world narrative) while the decimation of the natural world continues unabated, in which the only solution presented is that of technology (with zero attention to imperialism /militarism, the abolishing of NATO, etc.), the language of “net zero” (carbon markets, etc., nothing to do with zero emissions), coupled with the sky-rocketing cost of living amidst the greatest wealth transfer in history (anxiety, depression, oppression) – – through these means, civil society is being conditioned to accept a vast expansion of nuclear power. Nuclear energy is being re-branded as “green”. Billions  of tax dollars are now being directed to extending the lives of at-risk nuclear plants – and for the first time – nuclear plants which have closed. (See Quebec and Michigan).

The nuclear renaissance is a repeat of the fiasco of 1974

Translator’s introduction

This interview published in January 2023 has a message for Oliver Stone and all the other cheerleaders of a nuclear renaissance. Oliver Stone’s new film Nuclear Now is just a rehash of Nuclear Then. The discussion below illustrates that there is nothing new about the nuclear renaissance being promoted as a solution to global warming and fossil fuel shortages caused by war. Anti-nuclear arguments were valid then and they still are now, and there isn’t really anything new to add to them. The first expansion of nuclear energy between the 1960s and 1980s also used finite oil supplies and wars as the rationalization for the rapid construction of nuclear energy. As soon as the nuclear construction boom was complete, we saw a decade of cheap oil during the 1990s and the world stopped caring about the issue for a while. Introduction

The government is doing everything to revive the nuclear industry in France at a rapid pace, to the detriment of the public debate underway until February 27, a debate which is supposed to take account of the opinion of the population on this subject. To get a historical and technological perspective on this issue, we interviewed two people from Grenoble who belong to “Pièces et main d’oeuvre.” They have been active in the fight against nuclear power since the 1970s. We met in a Grenoble café, and in the text below their answers have been edited and compiled into one common voice.

LR&LP: Could you introduce yourselves and your organization?

P.M.O: “Pièces et Maind’oeuvre” is the name we have given to the activities we have been carrying out since autumn 2000 in Grenoble. It is a critical survey to understand both the city in which we live, the first technopole in France, entirely shaped and driven by innovation, that links research and industry; and it’s an attempt to understand the time in which we live, which is that of innovation.

The whole economy, our social organization, and the reason for living now is innovation. It is the idea that we always need something new in terms of techno-science, the engine of the economy and growth, to concretely organize our lives. This critical investigation led us to consider that technology is the major fact of our time. We produce ideas and participate in demonstrations because we believe that ideas can change and transform the course of the world, that they can oppose technology.

LR&LP: What led you to look at nuclear, and what are the biggest pitfalls you found?

P.M.O: The interest in nuclear power long predates the creation of the collective. I myself am an offshoot of the anti-nuclear movement that began in 1945 with Hiroshima and Nagasaki, where immediately the left and the communists declared that it was scientific progress with a French origin, while Albert Camus denounced it as a horrible development, that we would have to choose between collective suicide and rescue.

Throughout the 1940s, 50s and 60s, a divisive critique of nuclear power developed. The communists were launching a peace movement that is anti-nuclear because only the United States had the bomb, and they did not want to let them have such a strategic advantage over the USSR and the socialist camp. But in reality, the Soviets were clandestinely preparing the Hydrogen Bomb, even more powerful than the Atomic Bomb.

The struggle was therefore instrumentalized, and it was at this time that US President Eisenhower launched the program “Atoms for Peace,” saying that the atom can also have a civilian application in the form of nuclear power plants and research. It therefore proposed technology transfers from the United States to more than twenty countries that wanted to manufacture reactors.

A new divide was emerging: many people including Murray Bookchin, André Breton and his anti-nuclear committee in France said that it was abominable because they saw very well the confinement that it implies. For them, we were putting humanity in a cage that it would not be able to break out of for thousands of years or more. The moment we manufacture nuclear power, we manufacture the consequences of nuclear power and especially its waste.

As we supply the whole of society with nuclear power, we must maintain a scientific clergy of nucleocrats because it is a very complicated and dangerous technology, and on the other hand we must protect these nuclear power plants, mineral mines, transport, and waste with a dedicated militia because we do not want it to fall into the wrong hands.

With the civilian atom, there is therefore an entire electro-totalitarian society that is being set up with a state apparatus, a police, and a particular political organization. No more dreams and utopias of self-management or anarchy. Nuclear waste cannot be managed by just anyone. There is a ratchet effect in it where there is no turning back.

And this is a completely different type of criticism. It is the matrix and the origin of the modern ecological movement that started again at the end of the 1960s with in particular Pierre Fournier and the magazine La Gueule Ouverte (The Open Mouth), Giono, Ellul, Charbonneau, Camus, Breton, Pierre Fournier and small associations whose names have been completely forgotten: Jean Pignero, Emile Prémilieu, Esther Davis, Solange Fernex, all these people who in the 1950s and 1960s struggled to investigate radioactivity, radium, and ionizing rays.

LR&LP: Here we are in 2022, and the Autorité de Sureté du Nucléaire (Nuclear Safety Authority) has launched an alert on the failures of the French nuclear fleet. Having seen both the establishment and the evolution of this fleet, was this predictable, and what do you think of the French nuclear recovery plan, imposed by the government, while we see that the [nuclear power plant] EPR of Flamanville has ten billion euros of additional cost as well as twelve years of delay in its construction?

P.M.O: That nuclear power plants wear out, like all factories, is a banality. The life cycle of a nuclear power plant is 100 years on average, from the time construction starts to the time it is decommissioned. Nuclear power costs a fortune, but no matter how much cheap French electricity is promoted, it is a lie. Over time, the state has financed EDF less so we have maintained the plants less. We have fewer trained specialists, and the private sector has not taken over of the cost.

Today we are witnessing a repeat of what happened in 1974 after the Yom Kippur War, when Arab countries punished the West by tripling oil prices. We did not have oil, but nuclear was an alternative, so Pompidou, Giscard d’Estaing and the Prime Minister at the time, Messmer, launched a plan to nuclearize France to compensate for the deficit in oil imports. The uranium came from Niger. We had the skills because the CEA existed since 1945 [for the bomb program]. EDF placed the orders and they manufactured nuclear power plants at a rapid rate.

It is striking to observe how Pierre Messmer’s speech on TV in 1974 and Emmanuel Macron’s speech in Belfort in 2021 are like twins! The recovery is justified by a drop in supplies: at the time the cause was the Arab countries and today it is the Russia-Ukraine conflict.

In the same way, there was an increase in demand at the time because people were forced to equip themselves with electric household appliances, and today it is the means of electric transport and gadgets like smartphones that create this additional demand. On the one hand, industry creates the demand and therefore the problem, and on the other hand it comes with the solution that the population cannot refuse.

The surprise is that we re-apply the same old methods with the same old arguments. It is a headlong rush to ignore the current disaster. We cannot have such a demand for electricity. It is neither sustainable nor reasonable.

We are embarking on a replay of the program of forty years ago rather than confronting an element that is the hardest physics: the question of the entropy of energy and matter (theorized by Nicholas Georgescu-Roegen). It is the key point denied. There is also the denial of the poisoning of the environment with radioactivity. We live in a world where radioactivity is anthropogenic. Physics teaches us that this is not going away. We could have anticipated all this.

LR&LP: History repeats itself, and yet according to a survey conducted by Harris Interactive more than 1/4 of French people have no idea of the number of reactors in service, and they underestimate the size of the French nuclear fleet. Nor do they know that nuclear power accounts for only 20% of final energy consumption among consumers in France [energy as opposed to electricity]. What explains this popular lack of knowledge about nuclear power? And why is it important for civil society to take up these questions usually reserved for specialists?

P.M.O: This question refers to what a city is and what a citizen is. In Athens, in the fourth century BC, citizens (not slaves) were deemed competent to judge all affairs of the city. They meet on the agora, and the technicians were subordinate to the citizens. Decisions were made collectively.

All citizens were informed and lived in a society where there was a relative general understanding of technical problems. Technology had not reached such a stage of complexity that the issues were too difficult to understand for the majority. There were still no experts who put a screen between political decisions and facts.

Later, a technocratic class developed. In the same way that technology has become the real politics of our time, the real ruling class of our time is technocracy: the class that has produced and is the product of technology (engineers, business leaders, some elected officials). This class of power constantly wants an increase in power, either out of passion for knowledge, or because it sees very tangibly what it can be used for. Think of such people as Louis Néel, Nobel laureate in physics in 1970, who founded the CEA Grenoble: science for industry and innovation.

These people are keeping citizens in ignorance. The elected official will then surround himself with scientific advisors that he cannot control since he does not know how to solve their equations. In Grenoble, elected officials are often technocrats themselves. There is a homogeneity of the ruling class around goals, reasoning, and way of thinking. They themselves do not consider themselves competent for everything: computer science is different from chemistry, etc.

The basic citizen has integrated this and understood that he does not understand anything, or not much. The citizen therefore relies on those who know.

Furthermore, to have electricity, you just have to press a button at home. This has made the understanding of the production energy a virtual understanding. With this phenomenon of extreme centralization and the nuclear power complex, no one knows what it costs to produce electricity.

When there was a small hydropower plant for a village in the mountains, it was in front of everyone’s eyes, so the inhabitants kept a certain control and awareness of what they produced. Today we have a total loss of this autonomy. This is why the technocratic system and technology have the power to change the world, yet it is not compatible with participatory democracy.

LR&LP: However, a public debate has been launched to ask citizens for their opinion. In your opinion, can participating in this public debate allow the French population to regain control over the decisions made on energy production in France? If not, what should everyone do for an informed debate on nuclear technology?

P.M.O: Public debates are like the bullfighter’s cape. The authorities know very well that there will be rants, foghorns, banners, and they find it very good since then the protest is confined to the “public debate”. Chantal Jouanno, the president of the National Commission for Public Debate (CNDP) said the banners are welcome in 2022 because of a precedent in the history of French public debate.

In 2009-2010, the government launched a major public debate on nanotechnology in France whereas those of the CNDP were normally targeted more locally. This time, the French were asked about a much broader social issue, while Nicolas Sarkozy had launched a second nanotechnology R&D center in Saclay. Political decisions had already been taken a long time before.

We then decided to dismantle this communication operation to show how it works, how it is prepared, and who manages the public debate. Then we launched a campaign to sabotage these meetings, which were in our eyes a firewall since the second center was already being built. Twelve out of seventeen meetings were cancelled. At the time, the CNDP and the government decided that the CNDP would never again be used for such broad subjects.

A yes or no outcome will have no impact. Sociologists themselves have defined public debate by saying “involvement is enforced acceptance.” For us, participation is therefore accepting, as we have written about extensively. To believe that they will take into account the opinion of citizens on such a vast social project is illusory.

The only real public inquiry on nuclear power ended in a fiasco. That was in Plogoff. The Bretons there refused the public inquiry and fought for weeks against the police. Every evening, hundreds of people gathered to throw stones and slurry because, for them, every form of pseudo-consultation was a smokescreen. This explains why there has never been a nuclear power plant built in Plogoff while they have been built everywhere else.

LR&LP: Power is in the hands of technocrats. “Participation is enforced acceptance.” Therefore, how can a citizen regain an influence in energy production?

P.M.O: When we talk about an industrial society where everything is interconnected, where survival depends on the connection to the technotope, it is almost illusory to ask the question in these terms. You would really have to have the means to live independently to do that. At the margins, some manage to disconnect from the EDF network, but how many can really do that? Only a few who have a little space and means, autonomy in their way of life and their habitat. These initiatives must be supported and encouraged, but they do not reflect the capacities of the majority.

Many people are aware of the fact that we have been taken hostage. When we talk about “the machine,” that’s what we’re talking about. It is almost illusory and utopian to think that we can avoid being incarcerated in “the machine.”

The only force likely to turn the tide would be a collective realization that it is not sustainable to continue to consume so much energy, physically and materially, because of entropy and its effects. We would then have to decide to get rid of this energy-intensive and material-intensive lifestyle, and give up certain habits, but it remains an abstract goal.

The problem is that people do not necessarily demand democracy. They are like passengers on a train who, of course, don’t want to be able to drive it. Most people just want a society that works. The question is how.

In his latest article on green fascism, NEA/PEN playwright John Steppling examines the New Volkisch Mythos of *Greta* that “is the validation of what amounts to royalist wisdom and the dangers of community control of anything…All the so-called New Green Deal solutions are there, it seems, to save capitalism before saving the planet.”

As Steppling observed in Scurrying Fascist Cockroaches, “the Green New Deal is the fig leaf that provides material for this manufacturing of a new fascist narrative. The green fascism of these new ‘products’ from the Democratic Party laboratories is pretty much in line with what Bill Clinton ushered in and what Obama sort of perfected.”

As he remarks,

“The same fingerprints are always found. The Gates Foundation, 350.org, the US state department and an assortment of varied NGOs of the moment.”

In my post Heart of Darkness, I wrote, “In terms of relevance to the indigenous nations often referred to as the Fourth World, the rollouts from the COP21 gathering of UN member states, Wall Street-funded NGOs, and the global financial elite resemble colonial initiatives undertaken as a result of similar 19th Century gatherings to carve up the world for capitalism. Then, as now, indigenous territories and resources were targeted for expropriation through coercion, with Africa being a prime target.”

When France invaded Mali in 2013 with the blessing of the UN, it was to obtain the uranium needed to fuel nuclear power plants in France, at the expense of the indigenous Tuareg. With nuclear power development as the number one green initiative under the Bill Gates plan, Navajo and other American tribes that have uranium deposits or nuclear waste sites can expect to be treated with equal disdain.

As noted at Global Research, “Uranium is France’s key energy resource, according to the World Nuclear Association, with 75 percent of the European nation’s electricity being produced from nuclear energy, which explains French dependency on uranium. According to mineral resource analysts, beneath the deserts in Northern Mali and Eastern Niger, territory now exclusively claimed by the nomadic Tuareg tribes, exists the world’s third largest uranium reserves as well as substantial oil reserves.”

According to African history scholar Dr. Leonard Jeffries, the French don’t need permission to intervene in their former colonies because of the accords they forced on them before granting independence. “For five decades,” he says, “France has maintained a neo-colonial relationship that gave France control of components of the new African states, including their economies and military institutions.”

As reported at CEASEFIRE, France opened 2013 with a series of airstrikes on Northern Mali allegedly to prevent the establishment of a terrorist state, but had its eyes on something far more important. Like its neighbour, Niger, Mali is rich in uranium. “Following the ‘oil shock of 1973 in which the oil producing nations sharply increased the price of oil, the French decided an alternative route was needed. This alternative was nuclear energy.”

France now has 59 nuclear reactors, and, although Niger has been France’s primary uranium trading partner in the region, 5,200 tonnes of untapped uranium sources in Mali make “a favourable government and a suppressed civil society all the more urgent.”

Following the ethnic cleansing of Tuareg by the NATO-backed, Al-Qaeda affiliated rebels, a united Tuareg resistance has the potential to erode power from the central Mali government, and even control areas of land in which the Tuareg live, but the French want to mine. Thus the French had to brand the Tuareg as terrorists to justify its invasion.

While world leaders at COP 21 in Paris fawned over the Breakthrough Energy Coalition as world saviors promoting so-called ‘climate solutions’, the reality is that these con artists are setting us up for a global heist that we’ll be paying for long into the future. Breakthrough Energy Coalition is an assemblage of private sector venture capitalists whose agenda is carbon capture and nuclear power, both of which are unsafe, and require enormous public subsidies.

Two of the architects of the so-called ‘climate solutions’ — e.g. Bill Gates and George Soros — are noted for past involvement in serious fraud. The Green New Deal—like the Universal Climate Change Agreement—is nuclear power in a green outfit.

 

A World of Make Believe

There are a number of threats to the future of humankind. The big bugaboo climate change doesn’t even make my top five. If I had to rank them, I’d say these would be it:

  1. Advertising
  2. Corruption
  3. Privatization
  4. Plague
  5. Religion

Climate changed can’t be stopped. All we can do is adapt to new and changing circumstances.

Corruption in government institutions and economic markets that determine climate change initiatives, however, pretty much guarantees that public policies and plans will produce profitable but not effective adaptation. An example of this is the Breakthrough Energy Coalition plan to reduce fossil fuel burning by building more nuclear power plants, a plan supported by the United Nations and promoted by Bill Gates.

Another global initiative promoted by Gates and supported by the UN is the Millenium Development Goals (MDGs), now rebranded as the Sustainable Development Goals (SDGs), that plan to use the power of UN agencies like the World Bank and International Monetary Fund to convert the world’s remaining forests to plantations for growing such food products as GMO soybeans and palm oil. A key part of the SDGs, which is well underway, is building mega-dams in the Amazon River Basin and elsewhere to generate electrical power for the industrial development that is currently displacing Indigenous peoples and annihilating biodiversity.

Privatization of all things public – land, water, nature, government – is the ultimate sustainable development goal. These fall under the much-hyped ‘New Economy’ that Gates and the UN rolled out at COP 21 in Paris. Major promoters of the New Economy include Naomi Klein and Bill McKibben, public relations puppets funded by fossil fuel magnates Warren Buffett and the Rockefeller Brothers to lead divestment campaigns that are working to privatize all aspects of ownership of the fossil fuel industry, including control of fossil fuel reserves on public lands.

Plague that results from the deforestation of Africa, Asia, and South America have already become a concern to the World Health Organization, and epidemics are forecast to increase exponentially as poverty resulting from ethnic cleansing of Indigenous peoples and the privatization of public wealth skyrockets, creating mega-slums in which public health programs are replaced by black market pharmaceuticals that are routinely misused, creating a globalized human petri dish for untreatable diseases, such as the ‘Nightmare Bacteria’ that forced the Center for Disease Control to quarantine an entire floor of a public hospital in Maryland—after three patients and a nurse succumbed.

Religion under these horrifying circumstances — that are worsening by the day — poses another serious problem. Religious hysteria, end-of-the-world stuff, generates all kinds of unreasonable behaviors. Religious panic — particularly in fundamentalist, evangelical, and Pentecostal faiths — produces widespread aggression toward scapegoats. Religious terrorism, i.e. Christian Identity, ISIS, and Zionism, leads to murder, massacres, and genocide.

Advertising – in the form of privatized mass communication and education – now dominates public opinion, to the point that controlling consciousness on a global scale is a prescribed art that integrates government propaganda with the news and social media, creating what has been described as a “discursive monoculture”. No matter what vital issue, crisis, or concern arises, public discussion is now choreographed by public relations firms, i.e. Purpose, that work in tandem with NGOs, e.g. Avaaz, and coordinate with government agencies.

Private equity media — that now controls all broadcast, print, and digital news in the United States – has created a fixed mentality behind the ‘clean energy’ chimera, in which all public control of climate responses using public monies will be determined by elite private interests, i.e. Wall Street. Architects of the final solution, e.g. MDGs/SDGs, by pimping poverty and all other social ills that befall humankind, promote the false hope of privatization and the termination of collective ownership in exchange for totalitarian corporate control of the planet.

Global civil society – thanks to Wall Street controlled institutions, markets, and NGOs – is now “paralyzed in a collective hypnosis” that rejects universal social interests and “systematically favours corporate interests”. The art of social engineering in which Avaaz works with elites such as Rockefeller, Gates and Soros in shaping global society, by building upon strategic psychological marketing, relies on the non-profit industrial complex, i.e. 350.org, as the “foundation of imperial domination”.

The mystique of mass hypnosis that made Naomi Klein and Bill McKibben celebrities of the climate change movement could never have happened without the backing of Wall Street. With the advent of social media and the reign of the Internet, controlling consciousness is now child’s play. New world order—same old crimes.

As statements emanating from COP21 by Wall Street-driven entities like the World Business Council for Sustainable Development and the Breakthrough Energy Coalition were tailored to seduce the naïve into believing that First World consumption of indigenous territories and resources for luxury goods could continue unabated under the pretext of saving the planet, the agenda of the financial elite at Paris was to subsume human rights to the all-encompassing ‘clean energy’/New Economy regime.

A look at the ‘clean energy’ Ponzi scheme — led by magnate Bill Gates, and promoted by Havas – reveals two key attributes of the plan are 1. Expanding nuclear power development and 2. Privatizing public process and policy. Indeed, privatization of the planet, which led to the indigenous revolution in Bolivia and elsewhere, is a core component of the Natural Infrastructure for Business launched at COP21.

While the allure of the ‘clean energy’ chimera is appealing to First World consumers of electronics and energy storage devices such as electric car batteries, the Fourth World reality in Africa, Asia and South America – where resources for these technologies are mined — is one of utter devastation. Indeed, it has been convincingly argued that the recent misadventures of AFRICOM, NATO, and the UN in Libya, Mali and the Great Lakes region of Africa are aimed at securing these minerals for the US and the EU.

The NGOs and PR firms behind the social engineering used to drum up support for Wall Street’s privatization plan — Avaaz, Havas, Purpose and 350 — are key to saving the planet for the financial elite. While their choreography of the climate drama has resulted in lots of moral theatrics, the failure of 21 years of lobbying and protesting suggests something more serious is needed. Organizing for political power requires challenging these Wall Street-funded fronts. ‘Civil society’ does not equal NGO.

The African Great Lakes region (Burundi, Democratic Republic of Congo, Rwanda, Tanzania and Uganda) is rich in mineral wealth. East/West superpower competition for these minerals — used in consumer electronics — has prompted the United States military to arm rebels and dictators alike, as well as to increase the U.S. Africa Command (AFRICOM) presence in the region.

On July 6, 2015, the U.S. State Department announced that Tom Perriello will serve as President Obama’s special envoy for the Great Lakes region of Africa. On November 6, 2015, the State Department announced that Perriello was alarmed by Burundi government violence.  On November 8, 2015, U.S. Ambassador to the UN, Samantha Power, in response to the Burundi government offer of amnesty to insurrectionists, warned of Rwanda-like government massacres.

As noted by Charles Kambanda, a former professor at the University of Rwanda, what really is happening in Burundi is that multinational corporations are seeking to create a failed state — as they did previously in the Congo — in order to plunder the resources of the region. Avaaz*, an NGO co-founded by Perriello, has called on the UN, US and EU to send in the troops–much like it did in Libya and Syria.

*Avaaz was initially funded in 2006 by George Soros (a currency speculator convicted of insider-trading) through his Open Society Institute.

THE PURPOSE OF AVAAZ: CRIMES AGAINST HUMANITY

Avaaz (initially financed by convicted inside trader George Soros) is the Blackwater of PSYWAR–mercenaries posing as missionaries. The non-profit Avaaz works closely with its for-profit arm and PR firm Purpose. As a social media NGO, Avaaz promotes campaigns to undermine governments hostile to US hegemony, especially in South America, Africa and the Middle East.

The core cadre of Avaaz – Tom Perriello, Ricken Patel, Tom Pravda, Jeremy Heimans, David Madden, Eli Pariser and Andrea Woodhouse — have working relationships with the UN and World Bank, and coordinate with US-controlled institutions like the UN Security Council and UN Human Rights Council. When challenges to US hegemony arise — such as in Bolivia, Libya, Syria, Burundi and Congo — Avaaz and Purpose create campaigns to discredit and destabilize these independent governments.

With the US-controlled NATO as the de facto military enforcement arm of the UN, the interests of Wall Street merge with the Pentagon and U.S. State Department to thwart challenges from regional bodies like the African Union. Public support in the US and EU for murdering indigenous African leaders like Lumumba and Gaddafi is aided by Wall Street control of media, especially social media, which positions Avaaz as a key player in Neoliberal imperialism.

This conspiracy to commit crimes against humanity is well-documented, but not well-known. Most consumers of social media are under the illusion that the UN is an honest broker, and that the Wall Street fronts Avaaz and Purpose are somehow ‘grassroots’. Working with increasingly corrupt NGOs like Amnesty International and Human Rights Watch — essentially owned by Soros — Avaaz and Purpose create the illusion of advocating for human rights, which, in turn, serves as pretext for economic sanctions by the IMF and military invasions by NATO.

Ironically, the mass murders and warlords that NATO and the UN use as justification for invasion are often armed by the US and EU, which begs the question—Who is really committing crimes against humanity, the gangsters on the ground, or the manipulators of public opinion?

Promoting the imperial social media fad of equivocating on US and NATO invasions that destroy entire societies, ostensibly because the current head of state is ruthless or corrupt, Avaaz apologists neglect the growing list of countries where these invasions have made things worse. Indeed, I am at a loss to find a country in my lifetime (1952-present) where US military aggression — either directly or through proxy mercenaries and US-financed and trained death squads — made things better.

Of course, if you look at militarism as a market-oriented strategy, then making war or creating armed mayhem is just part of doing business. With the crippling financial sanctions available to the US through the International Monetary Fund and World Bank, invasion is just for show — part of the expected social spectacle — that routinely transfers wealth from the U.S. Treasury to Wall Street and the military industrial complex.

Given the US influence at the UN Security Council, any country seeking to conduct its governance, diplomacy and trade independent of the US and EU risks destruction. The evidence can be seen in the chaotic, murderous aftermath reigning in these unfortunate societies, and in the tsunami of refugees seeking asylum. Meanwhile, the revolving door between the arms merchants, the Pentagon and the State Department is now open to NGOs like Avaaz and its PR firm Purpose.

Modern states, through international institutions (i.e. International Monetary Fund, World Bank, and NATO), routinely annihilate peaceful tribal societies. As the dominant modern state, the United States combines these institutionalized enforcement tools with its war-making capacity to expropriate tribal territories and resources for the benefit of the market sector (i.e. energy, consumer electronics, and the military industrial complex). This collusion between US and EU-dominated institutions and markets is what led to the genocides in the Great Lakes Region of Africa (Burundi, Democratic Republic of Congo, and Rwanda) as well as in the Balkans.

If fascism is defined as a rationalization of theft through coercion, then it fits the US/EU model exercised in Central and South America, Africa and Asia, where tribal societies (i.e. Maya, Hutu, and West Papuans) are annihilated or displaced to facilitate access to their resources. Aided by imperial social media networks (i.e. Avaaz, Purpose, and Amnesty International), war against tribal societies and independent states now manipulates public opinion to support this institutionalized aggression.

THE REIGN OF THE INTERNET

In the 1973 film The Society of the Spectacle, Guy Debord described the total domination of the industrialized capitalist economy over the psyche of 20th Century humankind, and the resulting separation of modern urban society from reality. Represented in images projected by the bureaucratic state, the assumption of this unreal role of urban consumers enables the ruling class to control consciousness. Today, that separation from reality is so complete that the economy of war – including genocide and mass displacement of indigenous peoples – is largely unchallenged, despite the fact that consumer demand created by the spectacle of advertising is complicit in these crimes against humanity.

War for the resources required to fulfill consumer demand of luxury goods like automobiles and electronics is now accepted as normal, shrugged off by hyper-consumers as an unfortunate but inevitable consequence of progress. Unlike the spontaneous resistance by students and marginalized sectors of urban society to this total bureaucratic domination in the 1960s, consumer reaction to mass murder and dispossession in the 21st Century is itself choreographed by the ruling class. Controlling consciousness through mass communication via the Internet has created what the French philosopher Debord described as A Culture of Imbeciles, “in which advertising has become the only factor”.

The ongoing social disintegration of industrial civilization that produces pseudo-citizens signing online petitions created by ruling class entities like Avaaz, Purpose and 350, is indicative of the unbridled power of seamless spectacle, begun in the era of television, and culminated in the reign of the Internet. Controlling Consciousness through public relations has generated a ‘discursive monoculture’, where self-organized democratic renewal is unimaginable. Communication in this environment has become what the American cultural critic Neil Postman described in 1985 as Amusing Ourselves to Death. Thirty years later, and contrary to Postman’s assertions, technology has substituted itself for human values.

In terms of relevance to the indigenous nations often referred to as the Fourth World, the rollouts from the COP21 gathering of UN member states, Wall Street-funded NGOs, and the global financial elite resemble colonial initiatives undertaken as a result of similar 19th Century gatherings to carve up the world for capitalism. Then, as now, indigenous territories and resources were targeted for expropriation through coercion, with Africa being a prime target.

As statements emanating from COP21 by Wall Street-driven entities like the World Business Council for Sustainable Development and the Breakthrough Energy Coalition were tailored to seduce the naïve into believing that First World consumption of indigenous territories and resources for luxury goods could continue unabated under the pretext of saving the planet, the agenda of the financial elite at Paris was to subsume human rights to the all-encompassing ‘clean energy’/New Economy regime.

A look at the ‘clean energy’ Ponzi scheme — led by magnate Bill Gates, and promoted by Havas – reveals two key attributes of the plan are 1. Expanding nuclear power development and 2. Privatizing public process and policy. Indeed, privatization of the planet, which led to the indigenous revolution in Bolivia and elsewhere, is a core component of the Natural Infrastructure for Business launched at COP21.

While the allure of the ‘clean energy’ chimera is appealing to First World consumers of electronics and energy storage devices such as electric car batteries, the Fourth World reality in Africa, Asia and South America – where resources for these technologies are mined — is one of utter devastation. Indeed, it has been convincingly argued that the recent misadventures of AFRICOM, NATO, and the UN in Libya, Mali and the Great Lakes region of Africa are aimed at securing these minerals for the US and the EU.

The NGOs and PR firms behind the social engineering used to drum up support for Wall Street’s privatization plan — Avaaz, Havas, Purpose and 350 — are key to saving the planet for the financial elite. While their choreography of the climate drama has resulted in lots of moral theatrics, the failure of 21 years of lobbying and protesting suggests something more serious is needed. Organizing for political power requires challenging these Wall Street-funded fronts. ‘Civil society’ does not equal NGO.

World Business Council for Sustainable Development is part of a Wall Street strategy to dislodge the United Nations Center on Transnational Corporations, and prevent enforceable rules governing the operations of multinational corporations.

A partner of WBCSD is Ceres (Coalition for Environmentally Responsible Economies), whose funders are associated with Goldman Sachs, JP Morgan Chase, Citigroup, Morgan Stanley and Bank of America. Ceres and 350 are funded in part by Tides, whose largest donor is NoVo–Warren Buffet’s private foundation.

Today, WBCSD launched another initiative to privatize ecosystems — Natural Infrastructure for Business — and to capitalize on the Breakthrough Energy Coalition boondoggle hyped by the financial elite at COP21.

The privatization of public process and policy — which led to economic collapse in the US, and bank bailouts from the U.S. Treasury that eviscerated the general welfare — is now being enacted at the UN.

The Clean Energy Ponzi Scheme and the ‘new economy’ — false hope marketed for the financial elite by Havas, Avaaz and 350 — now has its sights set on privatizing the planet.

The best estimates I’ve seen for projected energy production in the US all say it would be a significant achievement if sustainable electrical generation comprised 10% of the mix. With hydro-power dropping in the Western US, due to drought conditions, coal is picking up the slack; if coal plants are closed as part of the clean energy revival, that leaves us with nuclear.

Nuclear power — as part of an energy investment portfolio that includes coal, oil and gas — is attractive to Wall Street investors because it is taxpayer-insured, guaranteeing a profit, even as mining reclamation and waste disposal remain disasters with no solution in sight.

The greatest challenge to energy efficiency in the US is long distance transmission power loss; roughly half of the electricity generated in the country is lost between the power plants and the ultimate consumer. Dispersing production might help, but that isn’t possible with coal.

One solution recently proposed is to install mini-nukes all over the country, using technology derived from nuclear-powered submarines. Disturbing as this sounds, it is the logical consequence of shutting down coal.

As climate catastrophe beckons us to back bold energy initiatives, we want to be careful we don’t jump ‘out of the pan and into the fire’.

When I was in college in the early 1970s, I did research on nuclear-related carcinogenic medical statistics for the people who ultimately stopped the proliferation of plants in Washington state. Later in that decade it was revealed that two of the Washington Public Power Supply System (WPPSS) plants, halted after construction, had life-threatening structural deficiencies due to fraudulent x-rays submitted by the contractor in order to omit the required steel reinforcement for the massive concrete structures and thence pocket substantial profits on the bid.

Later yet, watching the movie China Syndrome, I was reminded of this simple fact about nuclear energy: it’s a boondoggle for heavy industry at taxpayers’ expense–always has been–and with that amount of public funds on the table, it will always attract crooks. So when I heard our President Enron and Vice President Halliburton recently touting a resurgence of nuclear plant construction, let’s say I was more than a little sceptical about it’s viability, even under the best of circumstances–circumstances that gave us the (pre-Chernobyl) most-contaminated-site-on-earth Hanford Nuclear Reservation across the Columbia River from where I grew up, as well as the meltdown at Three Mile Island.

This morning on NPR, I listened to a nuclear sceptic debate a nuclear apologist, and learned about both improved technology and the still-unsolved waste storage dilemma, as well as nuclear power’s unavoidable vulnerability to sabotage. I also learned that each plant in the US requires a billion dollars annual government subsidy just to operate, waste disposal and management issues aside.

And I almost learned about a recent failure of the most modern of designs built in France before NPR’s host scrambled to commercial and then went to the phone-in calls immediately afterward. Seems like the WPPSS fiasco all over again; let’s hope it doesn’t get as far along toward criminal catastrophe as it did last time.

COP21 Gets A Spark Of Nuclear Energy From Breakthrough Energy Coalition

The Intertubes have been buzzing with news of the Breakthrough Energy Coalition, the latest venture by US billionaire and Microsoft founder Bill Gates. Introduced earlier this week at the COP21 Paris climate talks as a companion to the equally newsworthy Mission Innovation initiative, the new coalition harnesses the dollar power of the Earth’s billionaires to accelerate the clean energy revolution.

If your definition of clean energy includes nuclear energy, then you have a lot to cheer about because that seems to be a main focus of the Breakthrough Energy Coalition’s interest.

The Breakthrough Energy Coalition

To be clear, the Breakthrough Energy Coalition* defines its mission quite broadly. It identifies the problem like this:

The existing system of basic research, clean energy investment, regulatory frameworks, and subsidies fails to sufficiently mobilize investment in truly transformative energy solutions for the future. We can’t wait for the system to change through normal cycles.

…and it describes one part of the solution:

The foundation of this program must be large funding commitments for basic and applied research, and here governments play the key role.

That’s where Mission Innovation comes in, by the way. As described yesterday by CleanTechnica, Mission Innovation launched at COP21 with the aim of ramping up government investment in clean energy.

The Breakthrough Energy Coalition aims squarely at the missing piece, which would be the task of attracting private dollars to propel high-risk, high return research across the notorious “Valley of Death” that lies between the laboratory and the marketplace:

This [Valley of Death] collective failure can be addressed, in part, by a dramatically scaled-up public research pipeline, linked to a different kind of private investor with a long term commitment to new technologies who is willing to put truly patient flexible risk capital to work. These investors will certainly be motivated partly by the possibility of making big returns over the long-term, but also by the criticality of an energy transition.

The Bill Gates Nuclear Energy Angle

In contrast to the generalities in the Breakthrough mission statement, Gates dropped a hint about his expectations for the organization in a blog post of November 29, timed to COP21:

The renewable technologies we have today, like wind and solar, have made a lot of progress and could be one path to a zero-carbon energy future. But given the scale of the challenge, we need to be exploring many different paths—and that means we also need to invent new approaches.

You can find another hint in the membership list of the Breakthrough Energy Coalition. So far the only university to join is the University of California, which runs our Lawrence Berkeley National Laboratory. Among many other clean tech endeavors, Berkeley Lab is known for its nuclear energy research facilities:

The Nuclear Science Division conducts basic research aimed at understanding the structure and interactions of nuclei and the forces of nature as manifested in nuclear matter – topics that align the Division with the national program as elucidated in the 2007 U.S. Nuclear Science Long Range Plan.

 

The Division has major programs in low energy nuclear science, including nuclear structure physics, studies of the heaviest elements, exotic nuclei and light radioactive beams, weak interactions, and nuclear reactions; relativistic heavy ion physics; nuclear theory; nuclear astrophysics and neutrino properties; data evaluation; and advanced instrumentation. The Division also operates the 88-Inch Cyclotron. The 88-Inch Cyclotron is the home of the Berkeley Accelerator Space Effects Facility (BASEF) and supports a local research program in nuclear science.

Not for nothing, but did you know that Bill Gates is a co-founder and current Chairman of the innovative nuclear energy company TerraPower? The Washington State-based company launched in 2006 and although the US is unlikely to prove fertile ground for nuclear energy investment in the near future, TerraPower is already well on its way to putting down stakes in China.

Clean Tech, High Tech, And Nuclear Energy

Both Gates and the Breakthrough Energy Coalition are honest about their primary intention, which is to make a profit. In that regard it’s worth noting that members of the coalition stand to profit both directly through a return on their new clean energy investments, and indirectly by enabling them to continue growing the market for their primary products in a carbon-constrained world.

Industries represented by the Breakthrough membership include computer software and hardware (Microsoft, SAP, Hewlett-Packard), telecommunications (Tata Industries), and e-commerce including shipping and logistics (Amazon and Alibaba).

Before we leave, let’s note that our Lawrence Livermore National Laboratory is a hotbed of research into nuclear fusion — basically, generating energy by squeezing particles together rather than blowing them apart — so we’re interested to see if Livermore will hop aboard the Breakthrough coalition, too.

Livermore is the home of the National Ignition Facility and if you want to see this crazy place in action, catch the “Energy on the Edge” episode of National Geographic’s ongoing Breakthrough (no relation to the Breakthrough coalition) series this Sunday at 9:00 p.m. Eastern Standard time on the National Geographic Channel.
