On one level the intensifying deceit of Western media foreign affairs coverage corresponds to the increasing desperation of Western elites confronting their failing global power and influence. But it also signals yet another crisis of capitalist economic growth. After 1945, North America and Western Europe based their genocidal imperialism on a social compact promising prosperity to their peoples at home in exchange for their collusion in imperialist military aggression and neocolonial crimes overseas. That system operated successfully based on the fundamental neocolonial fiction that Western governments and societies promote freedom, justice and democracy around the world, while doing the very opposite.

Now, stagnation and recession in the U.S. and its allied countries demand new dimensions to the endless psychological warfare necessary to sustain the basic neocolonial fiction. Psychological warfare in North America and Europe works to create enduring false beliefs generating, over time, permanent false memories, all serving the purposes of Western elite perception management. That is why the authorities in Sweden, Britain and the U.S. elites have been so vengeful and vindictive towards Julian Assange, among innumerable other less high profile victims. Anyone who effectively exposes the big neocolonial lie is met with the sadistic vindictive revenge of the elites they defied.

A fundamental dimension of contemporary psychological warfare has been dual-purpose corporate co-option of non-governmental organizations. In that psy-warfare dimension, NGOs serve both as disinformation partners with Western news media and too as false interlocutors in international forums and institutions, where they attack governments challenging the U.S. elites and their allies. They actively subvert governments inside countries challenging the West, for example, in Latin America, Cuba, Venezuela, Nicaragua and Bolivia. But they also pervert due process in institutions like the UN, posing as civil society but in fact serving Western elite corporate imperatives, for example in international human rights and environmental mechanisms and forums.

Among these NGOs figure high profile human rights organizations like Amnesty International, Human Rights Watch, the International Federation for Human Rights and Avaaz along with environmental organizations from 350.org and the World Resource Institute to Global Witness and Greenpeace. An increasing interrelationship has developed between corporate NGO funding and the exploitation of people’s general willingness to volunteer for and support apparently good causes. Symbolic of this is the way World Economic Forum attendees like Kumi Naidoo move readily between top management from one NGO to another, in Naidoo’s case from Greenpeace to Amnesty International. From Libya and Syria to Venezuela and Nicaragua, Amnesty International has played a key role using false reports to demonize governments resisting the U.S. and its allies.

As Cory Morningstar has pointed out, Greenpeace is a key player in promoting the corporate driven New Deal for Nature aimed at financializing what remains of the natural world, especially its biodiversity, as a way of engineering a “Fourth Industrial Revolution”. Western corporate greed underlies the identical patterns of news media and NGO misrepresentation and outright deceit supporting regime change offensives against Libya and Syria, or Venezuela and Nicaragua. Right now, that very same pattern of media and NGO manipulation is clearly at work preparing for an intervention to prevent Evo Morales being re-elected as President of Bolivia.

Bruno Sgarzini and Wyatt Reed have noted how Western media and NGOs have falsely attacked Evo Morales blaming him for not controlling the fires in Bolivia’s Amazon. This is exactly what happened in Nicaragua immediately prior to the coup attempt in 2018 when the Nicaraguan authorities were fighting a fire in the Indio Maíz Biological Reserve. That episode softened up Nicaraguan public opinion and set in motion social media networks involving thousands of youth activists trained for that purpose beforehand over several years with U.S. and also European government funding. In mid-April 2018, barely a week after the Indio Maiz fire was extinguished; those networks launched a social media blitzkrieg of lies and inventions marking the start of the actual coup attempt. A practically identical process is well under way now in Bolivia, which holds presidential elections next October 20th.

The timing of the fires in Bolivia’s Amazon is extremely propitious from the perspective of the U.S. authorities and their allies. It takes almost two months for the effects to wear off of the initial psy-warfare bitzkrieg of the kind waged against Nicaragua in 2018 and against Brazil’s Worker’s Party as part of Jair Bolsonaro’s successful 2018 election campaign that same year. Bolivia will almost certainly experience the same kind of psy-warfare assault via social media prior to the October elections. The campaign will be timed to optimize the effect of mass false accusations of government wrongdoing and corruption along with false media and NGO claims of security force repression. Opposition activists are likely to exploit peaceful demonstrations on indigenous peoples and environmental issues so as to commit murderous provocations, just as they did in Nicaragua and Venezuela.

All of these tactics are likely be deployed against Bolivia so as to destroy the current prestige and high levels of support for President Evo Morales. In Bolivia, as in Nicaragua and Venezuela, the governing progressive political movement enjoys around 35-40% core electoral support, the right wing opposition have around 25-30% with 30-40% of voters uncommitted. The Western elites know they need to motivate something over half of those uncommitted voters against Evo Morales so as to get the right wing government they so desperately need in Bolivia to try and make good the unmitigated debacle of Mauricio Macri’s right wing government in Argentina.

The intensity of any Western media and NGO campaign against Morales is likely to reach similar levels as their cynical campaigns of lies and defamation against Venezuela and Nicaragua. Should that offensive go ahead, as seems probable, the difference will be that this time Evo Morales and his team are alert and unlikely to be taken by surprise as the Nicaraguan authorities were by the vicious, sudden attack against them in April 2018. A likely variation in Bolivia’s case will be a higher profile of environmentalist NGOs working in tandem with their human rights counterparts feeding misrepresentations and downright lies into Western news media. For the U.S. and European Union elites the regional geopolitical stakes are high enough to make an attack on Bolivia imperative.

As we watch UN member states flail around dealing with climate change impacts and The Globalization of Poverty, it is perhaps worth revisiting a paper by my colleague Phil Williams from 2008. In From The New Middle Ages To A New Dark Age: The Decline Of The State And U.S. Strategy, Dr. Williams examines the spread of disorder and discusses the need for a more holistic approach and a more coherent organizational structure. Rather than continue to focus on defeating enemies, notes Professor Williams, the US and other states will soon need to learn to manage chaos.

In his 2011 post Climate Change Ghost Dance: Duck and Cover, Rudolph C. Ryser likened the climate change talks in Durban to a ghost dance. As a glaring example of the failure of modern states to meet the needs of humanity, the death of the Kyoto protocols signals the beginning of a new dark age. As we come to terms with the ravaging of Earth and every living being in order to satisfy the insatiable appetite of Wall Street, we will need new tools and ancient wisdom to see us through. Abandoning faith in institutions and markets is a good first step.

Descending into a New Dark Age—an era ruled by transnational criminal networks—total chaos is becoming our new social reality. Due to the corroding influence of Agents of Chaos, we are already in a permanent state of war worldwide. The embedded nihilism in the U.S. State Department–after 50 years of intentional fraud–is astounding.

Escalating instability—caused by state-imposed austerity, internally displaced persons, war refugees, climate change, and a skyrocketing membership in religious fundamentalism—means our ability to mentally cope is diminishing. And the agents of chaos are in the driver’s seat. Indeed, the United States—with a Christian fundamentalist Vice President– is one heartbeat away from a theocracy.

As spiritual warriors like Sarah Palin battle to create a theocracy in the United States, American Indians are caught between tribal sovereignty and white rage. With the Tea Party on a rampage to reassert Christian white supremacy in American public institutions, it behooves us to understand the Puritan roots of this holy war.

Hunting the Nightmare Bacteria–-a documentary about antibiotics misuse that has promulgated untreatable lethal disease—suggests consumerism, and its attendant climate change impacts, might not be a future problem. As the age of antibiotics comes to an end, uncontrollable outbreaks of deadly bacteria threaten global public health. Likewise, the untreatable lethal disease of Puritanical conservatism–now attacking socialism and the Indigenous Peoples Movement–threatens democracy.

In Bron Taylor’s 2011 Religion Dispatches essay Debate Over Mother Earth’s Rights Stirs Fears of Pagan Socialism, he notes that, “Religious and political conservatives have long feared the global march of paganism and socialism. In their view,” says Taylor, “it was bad enough when Earth Day emerged in 1972, promoting a socialist agenda. But now, under the auspices of the United Nations, the notion has evolved into the overtly pagan, and thus doubly dangerous, International Mother Earth Day.”

With all 192 member states of the UN General Assembly supporting a 2009 resolution proclaiming International Mother Earth Day as proposed by the socialist Bolivian President Evo Morales, American conservatives hostile to environmentalism responded with their usual religious hysteria.

In Paul de Armond’s 1996 essay A Not So Distant Mirror, he observes that, “I never expected to find parallels between the militant heretics of the Middle Ages and the current convulsions on the far right. The realization thrust itself upon me while I was trying to understand what I was witnessing as I attended meetings of the ‘property rights’ groups which began promoting militia organizing in early 1994.

Everyone seemed instinctively to know what part they played; the endless rants by a variety of characters full of not only themselves, but also full of a sense of a divine mission in struggling against unholy forces. The typical far right meeting is very similar to a service in a lay Christian fellowship of the more militant fundamentalist evangelicals.”

Palin’s followers, who believe she has been anointed for this task by God, in 2008 were already discussing the necessity of assassinating her GOP running mate McCain if he interfered with Palin’s plan. According to religious scholars, the October 2008 anti-Muslim hate campaign in the US Midwest was a warm-up exercise for adherents of Palin’s religion and her domestic terrorism support base in the Militia Movement.

In his latest article on green fascism, NEA/PEN playwright John Steppling examines the New Volkisch Mythos of *Greta* that “is the validation of what amounts to royalist wisdom and the dangers of community control of anything…All the so-called New Green Deal solutions are there, it seems, to save capitalism before saving the planet.”

As Steppling observed in Scurrying Fascist Cockroaches, “the Green New Deal is the fig leaf that provides material for this manufacturing of a new fascist narrative. The green fascism of these new ‘products’ from the Democratic Party laboratories is pretty much in line with what Bill Clinton ushered in and what Obama sort of perfected.”

As he remarks,

“The same fingerprints are always found. The Gates Foundation, 350.org, the US state department and an assortment of varied NGOs of the moment.”

In my post Heart of Darkness, I wrote, “In terms of relevance to the indigenous nations often referred to as the Fourth World, the rollouts from the COP21 gathering of UN member states, Wall Street-funded NGOs, and the global financial elite resemble colonial initiatives undertaken as a result of similar 19th Century gatherings to carve up the world for capitalism. Then, as now, indigenous territories and resources were targeted for expropriation through coercion, with Africa being a prime target.”

When France invaded Mali in 2013 with the blessing of the UN, it was to obtain the uranium needed to fuel nuclear power plants in France, at the expense of the indigenous Tuareg. With nuclear power development as the number one green initiative under the Bill Gates plan, Navajo and other American tribes that have uranium deposits or nuclear waste sites can expect to be treated with equal disdain.

As noted at Global Research, “Uranium is France’s key energy resource, according to the World Nuclear Association, with 75 percent of the European nation’s electricity being produced from nuclear energy, which explains French dependency on uranium. According to mineral resource analysts, beneath the deserts in Northern Mali and Eastern Niger, territory now exclusively claimed by the nomadic Tuareg tribes, exists the world’s third largest uranium reserves as well as substantial oil reserves.”

According to African history scholar Dr. Leonard Jeffries, the French don’t need permission to intervene in their former colonies because of the accords they forced on them before granting independence. “For five decades,” he says, “France has maintained a neo-colonial relationship that gave France control of components of the new African states, including their economies and military institutions.”

As reported at CEASEFIRE, France opened 2013 with a series of airstrikes on Northern Mali allegedly to prevent the establishment of a terrorist state, but had its eyes on something far more important. Like its neighbour, Niger, Mali is rich in uranium. “Following the ‘oil shock of 1973 in which the oil producing nations sharply increased the price of oil, the French decided an alternative route was needed. This alternative was nuclear energy.”

France now has 59 nuclear reactors, and, although Niger has been France’s primary uranium trading partner in the region, 5,200 tonnes of untapped uranium sources in Mali make “a favourable government and a suppressed civil society all the more urgent.”

Following the ethnic cleansing of Tuareg by the NATO-backed, Al-Qaeda affiliated rebels, a united Tuareg resistance has the potential to erode power from the central Mali government, and even control areas of land in which the Tuareg live, but the French want to mine. Thus the French had to brand the Tuareg as terrorists to justify its invasion.

While world leaders at COP 21 in Paris fawned over the Breakthrough Energy Coalition as world saviors promoting so-called ‘climate solutions’, the reality is that these con artists are setting us up for a global heist that we’ll be paying for long into the future. Breakthrough Energy Coalition is an assemblage of private sector venture capitalists whose agenda is carbon capture and nuclear power, both of which are unsafe, and require enormous public subsidies.

Two of the architects of the so-called ‘climate solutions’ — e.g. Bill Gates and George Soros — are noted for past involvement in serious fraud. The Green New Deal—like the Universal Climate Change Agreement—is nuclear power in a green outfit.

The capitalist world is debating in an unprecedented ecological crisis that threatens its continuity as a system based on the pursuit of private profit. From the pollution of air, water and soil to the accumulation of waste and rubbish; from the depletion of natural resources to the extinction of species; from the urbanizing tide to climate change; it seems that a sword of Damocles hangs over the market society. Leaders from all spheres of activity are concerned about unstoppable environmental degradation, including a reorganization of production and consumption according to inevitable ecological imperatives. Many people are convinced that the capitalist system of exploitation cannot be maintained in any other way. The contradiction between growth (the accumulation of capital) and its destructive effects (the ecological disaster), will have to be overcome with a compromise between industry and nature, or better between their respective spectacular representation: on the one hand, the high executives and on the other, the patented ecologists. We are entering a new period of capitalism, the “green” stage, where new gadgets and technological systems – “renewable” energy plants, electric cars, GMOs, big data, 5G networks, etc. – will try to harmonize economic development with the territory and the resources it contains, thus facilitating “sustainable” growth and making the current, motorized and consumerist way of life compatible with the natural environment, or better yet, with what remains of it.

The “energy transition” is but one aspect of the “economic transition” towards ecocapitalism, which, starting from the wild (neoliberal) incorporation of nature into the market, now reaches a phase where mercantilization will be regulated by corporate and state mechanisms. It is an industrial, financial and political operation of great importance that is going to change everything so that nothing changes, so that everything remains the same.The new technologies introduced after 1945, in the postwar period, (manufacture of cements, fertilizers, additives and detergents, more powerful engines, additives, thermal power stations, “atoms for peace”, etc.) were the factors that triggered the plundering of resources, the emission of pollutants and metropolitanization, exponentially increasing the power of transnational corporations. The economic growth became a destructive element of first order, but also, in the major cause of social stabilization, of a much greater efficiency than the unions or the workers parties. Consequently, developmentalism came to shape the policies of all kinds of governments. Employment was the worker’s only means of gaining the status of consumer, motorist and inhabitant of the periphery, so that the creation of jobs then became the primary objective of the “political class”, both right-wing and left-wing. The immediate interests of the wage-earning masses integrated in the market were aligned with those of the businessmen and the parties, to the point of firmly opposing any ecological corrective that endangered growth and, consequently, jobs. Ultimately, “dying of cancer is preferable to dying of starvation,” as some said. Unfortunately, workers have been strong supporters of business continuity, urbanization and parliamentarism, not caring about the negative impact this could have on their environment, their freedom or their lives. That is why the ecological conscience has crystallized almost exclusively in sectors that are inactive or almost so, such as academics, neo-rurals, precarious, students or pensioners. The fight against noxiousness has before it a social barrier that is difficult to overcome as long as the defence of the workplace is a priority for the majority of the population; if the contradiction is not overcome, the defence of the institutions will take precedence over the defence of the territory and the autonomy of the struggles.It is up to the state to channel the protests, encourage the formation of a pragmatic ecological elite and pave the way for the new green capitalism, if necessary by promulgating a “climate alarm state”.

Faced with a politically and socially blocked situation, the international ruling class takes the initiative by trying to direct the long march of the techno-industrial economy towards profitable “sustainability” for its own benefit and without real opposition, either by eliminating old jobs, or by creating new ones. The destruction continues and even increases, but it is certainly about saving capitalism, not the planet. Extractive ecology produces profits even in the short term; however, markets are not strong enough to initiate a process of “green” reconversion, nor are technological innovations alone, in view of which the first steps depend largely on the State. It is up to the state to channel the protests, encourage the formation of a pragmatic ecological elite and pave the way for the new green capitalism, if necessary by promulgating a “climate alarm state”. As a result, the ecological crisis – which today is presented as a climate issue – becomes trivially political. Meanwhile, the environmental movement is infiltrated by agents of the multinationals and bought with funds of various origins, resulting in a political network of influences at the service of a new kind of capitalism. The same thing happened with the NGOs. At that moment, the purge of extremisms is necessary for the transformation of the green party of decomposition into an instrument of the dominant order. The message of moderation obedient to the little belligerent slogans would not reach the manipulable masses if the anti-system “fundamentalists” were not isolated as soon as possible, or as the informal hierarchies of ecologism-spectacle say, “bridged”.

The movement against climate change has given rise to a registered “brand”, Extinction/Rebellion, which covers the environmentalist flank of left-wing citizenry, giving it arguments in favour of state mediation of the crisis. Those who appeal to the state certainly cannot be branded as “radicals,” since while they are against “extinction,” they are not against capital. Nor against any concrete responsible; one of its principles reads as follows: “we avoid accusing and pointing at people, because we live in a toxic system”. No concrete individual (no leader) can be considered guilty of anything. For a climbing mentality, not all leaders, not all capitalists, are equal, and ecological reforms can even be beneficial to the majority. They are potential allies and benefactors. Thus, the declared objectives of eco-citizenship do not go that way. They limit themselves to pressuring governments to force them to “tell the truth to the citizens”, to take “decarbonizing” measures foreseen in the “energy transition” and to decree the creation of “supervising citizen assemblies”, true political springboards for the arrivists. Their weapon: the non-violent mobilization of 3.5% of the “citizens”. No revolutions, because they imply violence and do not respect “democracy”, that is, the system of parties and ranks. They do not want to put an end to the capitalist regime, they want to transform it, making it “circular” and “carbon neutral”. We will not overlook the fact that the majority of waste is irrecyclable and that the production of “clean” energies implies the consumption of enormous quantities of fossil fuels. The professionals of citizen ecology do not want to destroy the State either, the great tree under whose shadow their personal careers thrive and their placement strategies work. The ecological crisis is reduced by this captive ecologism to a political problem that can be solved by the heights thanks to a Roosevelt-style Green New Deal: a new pact for the global economy between the world’s ruling class, the political bureaucracy and its environmental advisors that imposes measures for the reduction of polluting emissions and the storage of atmospheric carbon dioxide that the multiple conferences on climate change have failed to impose. Something extremely suspicious, like everything that comes from the system. The “dual” citizen strategies are “symbiotic”, not ruptured. Ecosystems would be restored by harmonizing conflicting interests from within. Duality consists precisely in collaborating (acting in symbiosis) with the institutions on the one hand, and mobilizing the catastrophe-sensitive masses on the other. However, the mobilizations are nothing more than a spectacular display of purely symbolic support. They do not aspire to much, as they do not question the status quo, not saying a word about the symbiosis of governments to those who are pressured by markets, growth or globalisation.

It has been proven that since the Johannesburg summit in 2002, if not before, the capitalist world is aware that its uncontrolled functioning produces such a level of destruction that it is in danger of collapsing. It is more than evident that despite the resistance to regulation by countries whose stability and influence depend on hard extractivism or unhindered development, capitalism as a whole has entered a green developmental phase and is trying to establish controls (Agenda 21, creation of the Green Climate Fund, fifth IPCC report, Paris Agreement, the 24 different COPs). This explains the epidemic of realism and opportunism that has taken over the ecological media “in action” to the point of provoking an avalanche of demands for employment in the political-administrative field. The militants do not want to close their doors, especially when there is a good remuneration, so that all the ideals are kept in their pockets. In truth, it is not only the capitalists who would benefit from a state of alarm. The new subsidized ecologism follows in the wake of “green” developmentism based on “renewable” industrial energies, and sustains the alarmist leaders of capitalism against the negationists. All their efforts are devoted to adjusting the industrial and consumerist way of life with the preservation of the natural environment, despite the fact that the results have not been flattering until today: greenhouse gas emissions, far from being reduced as established by international agreements, have reached record figures. With the optimism of a newly enlightened novice, they want economic growth, necessary for the survival of capitalism, and the territory, necessary for the conservation of biodiversity, at least in appearance, to be marvelous, no matter how much the global temperature continues to rise and the climate is degrading. Incomparable advantages of the symbiotic method and the reformist narrative!

Those responsible for global warming and pollution, and those responsible for precariousness and exclusion are the same, but those who fight them are often not. They are two battlefields, the one of imbalance and the one of inequality, which do not finish converging and not because a cohort of vocational bureaucrats appears under the stones, trying to carve out a future for themselves by acting as an intermediary. Aspiring leaders have their days numbered because ordinary people lose their meekness when their means of subsistence are affected and they no longer allow themselves to be domesticated with the ease of days of abundance in less aggressive climates. The weakness of world-capital lies not in the climate, not even in health, but in supplies. The day when the techno-industrial system – either from the markets, or from the State – stops satisfying the needs of a large part of the population, or in other words, when due to the climate or any other factor the supply fails, the era of insurrections will come. A failed system that hinders the mobility of its subjects and puts them in immediate danger of starvation is a corpse system. It is probable that in the heat of the protest, community structures will be recomposed, fundamental to ensure the autonomy of the revolts. If civil society succeeds in organizing itself on the margins of institutions and bureaucracies, then ecological struggles will converge with wage struggles, as reflected in the praxis of a unified social conscience. And that slogan heard in the French rebellion of the “yellow vests”: “end of the month, end of the world” will reveal all its meaning.

There is a clear problem with most environmental discussions or debates. The problem is, in short form, a lack of class analysis.

This is most evident in the manufacturing of the overpopulation argument. But it is prevalent in nearly all discussions about global warming or rising sea levels or most anything relating to planetary ecology, really.

What is bothersome here is that the voices I am hearing warning of mankind’s immanent demise are mostly ruling class voices.

Richard Leakey says:

I am increasingly convinced that in the tropics, and particularly in the poorer nations, protecting nature everywhere is an effort with diminishing returns. I believe that protected areas (that is areas of land set aside by governments and governed by national statutes) such as national parks and national forests are the best targets if nature is to be protected.

So give up on the poor, can’t save them.

And Leakey goes on:

Whilst state-owned wildlife land, designated as national parks, is vital, in some countries private land may also be secured by state laws that allow for private ownership of title. Thus an individual can use such land for wildlife and nature protection for the duration of the term of the title and this can be equally as secure as a national park.

Okay, so create spaces for the rich to be safe from the restive natives.

And finally Leakey writes:

Not all countries have constitutional provision for private ownership of land, and instead occupancy and land use are regulated by lease hold. In respect to conservation, this is certainly a better option than group-owned or community-owned land where in time wildlife could be untenable given governance arrangements on community-owned assets.

As a general trend what I am hearing is the validation of what amounts to royalist wisdom and the dangers of community control of anything. The message is ‘we can’t risk it, the danger is so extreme that the practical solution is to allow the elite class to control the planet in order to save it.’ The elites and/or corporate control. All the so-called New Green Deal solutions are there, it seems, to save capitalism before saving the planet.

Now, one of the curious contradictions in the climate discourse is the selective trust in certain institutions. The western based (and funded) NGOs have a pretty long track record now of craven support for U.S. government foreign policy decisions. Take Amnesty International’s (AI) recent comments on Venezuela.

Chuck Kauffman from Alliance for Global Justice observed vis a vis AI’s near fascistic litany of lies: “They don’t seem to even care about their credibility anymore.” The open naked Imperialist aggression against Venezuela, and the attendant propaganda slandering Maduro, is now a staple of all the candidates for the Democratic Party. And, Amnesty is also co founder of Global Campaign for Climate Action…a group that also receives monies from the Pew trust, the creepy AVAAZ, the World Wildlife Fund, and Union of Concerned Scientists. Now, just a quick word on the UCS. On the board sits William K. Reilly, former appointee by George Bush to head the environmental protection agency. There are also members that sit on the Council for Foreign Relations, a nuclear scientist who writes on security issues, a lawyer for the US Dept. of Energy.

And yet, many people rightly concerned about global pollution and over industrialization seem to have no problem accepting the word of these same western backed NGOs when it comes to issues of ecology. They know Amnesty lies, but if the topic is climate change, they leap onboard. Clive Splash (He currently holds the Chair of Public Policy and Governance at Vienna University of Economics and Business, appointed in 2010. He is also Editor-in-Chief of the academic journal Environmental Values) writes:

The existing institutions of modern economies are those supporting economic growth. The growth priority has been made clear by the over 3500 economists supporting a climate tax and opposing structural change. Similarly, Lord Stern is the academic figure head of the New Climate Economy, a concept created by members of the Davos elite, with its ‘Better Growth, Better Climate’ reports. Their explicitly stated concern is that: “In the long term, if climate change is not tackled, growth itself will be at risk.” Change is coming and the corporations and billionaires are fully aware of this. They have been actively lobbying on climate and environment since Johannesburg (Earth Summit 2002) and were a dominant force at Paris. They have also long been seeking to control the environmental movement for their own ends.

Again, we hear that echo of the ruling class (Lord ….LORD Stern?!) and the anti communist agenda at work here. Leave it to the elite class, the captains of Capital, to decide policy. And the first order of business is to save capitalism and that means to save growth. The poor are there to be slaves, not to decide policy. What one sees in Extinction Rebellion and in the Greta Thunberg brand is described pithily by Clive Splash…”When hegemonic power is threatened it captures the movement leaders and neutralises them by bringing them into the power circles and takes the initiative away from radical revolutionary change.”

One of the refrains I have heard (and have had directed at me) is, well, we can’t wait for socialism. This is a natural response from a very frightened populace. And it is exactly this response that the ruling class counts on. The infiltration of radical movements has a long sordid history. Ask the Black Panthers. Today the very real threats and dangers of global warming and over-industrialization are being funneled into places that shift the blame from the ruling two or three percent and onto its victims. This is, of course, exactly what the overpopulation alarm does. I see headlines such as *Humans Plunder the Planet* but not *Ruling Class Plundering Humanity AND the Planet*. I see books such as Climategeddon — amusingly penned by a former author of diet self help books and…wait for it….a high ranking Scientologist. But I have had people quote Wollersheim to me. Next stop the Sea Org.

More trenchant was this week’s bit of Imperialist green concern from war friendly candidate Elizabeth Warren, who expressed worry that global warming might effect the readiness of America’s military. (death of irony moment?) On twitter Club de Cordeliers noted…

Under Warren’s proposal, each murdered child will be stamped with the slogan: This Killing Achieved with Net Zero Carbon Emissions.

That the U.S. military is the greatest consumer of petroleum products worldwide seems beside the point. Or, let’s return briefly to Greta Thunberg — who can probably just be referred to as *Greta* these days without risk of confusion. She held up a cute homemade sign for a selfie …tweeting it to jillions of followers. The sign read ‘Let Russia Strike for Climate’. Apparently the *Greta* is getting good advice from Hillary Clinton or Bolton or Elliot Abrams, someone — who knows. She is certainly to be considered *NATO friendly* at this point. The visibility that Elizabeth Warren commands, and that which Greta commands now, too, is an indication that one should be highly credulous. The giant electronic telecom giants and the mainstream electronic media, social media, TV, all of it is in the hands of a relatively few people. These narratives, all of them, are vetted for ideological compliance with corporatism, Imperialism, and a de-facto racism or better put, white supremacy. Visibility is earned, and it’s not arbitrary. And if a *Greta* suddenly appears, rest assured she has handlers. I mean, it’s simply a given, and there are no exceptions.

So there are several problems looming that tangentially connect to overpopulation alarms. One of them is a recolonizing of Africa (and the recolonizing of former communist countries continues apace, as well). But here Africa, in particular, is viewed as a huge resource for raw materials sought after in the West. The re-colonizing takes several forms but here is a typical example.

As Cory Morningstar observed vis a vis this …“Can you imagine @WWF promoting the sterilization of women living around national parks in Europe or the US? The fact they consider it acceptable in India and Africa is racism, pure and simple.”

The white west (and Bill and Melinda Gates leading the charge) are rather unapologetically determined to stop the global south from reproducing. Sterilization and vasectomy suggestions (voluntary, of course) are to be found in countless U.N. sponsored (and USAID sponsored) pamphlets and directives for missions in Africa.

The new alarmist propaganda tends toward sensationalizing what are a few basic truths, sometimes half truths, and building a sort of screenplay to a disaster movie out of these. The influence of Hollywood apocalyptic film and TV cannot be over-emphasized, actually. For those films are both unconscious projections of the ruling class, and the audience embrace of this stuff speaks to unconscious fears as well. The elite producers of this crap fear the marauding masses (zombies) and the bourgeois audience fear black sites and Bloody Gina’s reprisals if they stray too far off message (like voting for a third party). A good deal of the new environmental panic is not based on the actual (and I hasten to emphasize real) problems and crises, but are more the conditioned response from audiences trained for thirty years, at least, to kitsch media entertainments. People see life unfold like an action movie. Sea levels can’t just rise and destroy infrastructure and crops, wash away beach front property, no, they have to completely submerge Baltimore, Oslo, and London. The sum effect of this is actually to have the real and severe problems in retreat.

Watch Madonna’s Eurovision performance (in Israel where she was never not going to perform), with lyrics like “not everyone is coming to the future, not everyone is gonna last.”

There is now coming out of Hollywood a near endless stream of dystopian ‘end of times’ films, which (as I have noted before) are reconstruction fables as well. But now the end of times includes the rehabilitation of Big Brother. The state emerges as a sort of necessary mechanism for culling the herd. Madonna was also sporting blond plaited hair and an eye patch. So maybe it’s just me but this new volkish imagery is growing and being used in ways that familiarize the public with fascist motifs.

Thus, when we are talking about “völkisch” or “Überfremdung,” we are automatically producing images that are inevitably linked to a fascist past. “Überfremdung” describes the fear of being flooded with foreigners, a foreign infiltration. The Duden dictionary explained the term in 1934 as “the intrusion of alien races.” ( ) What is concerning about these “poor words” in the first place is the imagery inherent to them, one that conveys fascism without speaking it. Such words are racist in establishing a hierarchy of ethnicity and, in that way, they have the potential to createm or exacerbate, false divisions between and within societies. The word “völkisch” creates a sense of belonging, an imaginal feature to help distinguish between the in-group and the out-group. The word “Überfremdung” works similarly by implying that there is an abundance of strangers invading the ‘German race.’ What seems to have changed, however, is the definition of the out-group or the enemy. Promoted by PEGIDA and the AfD, the new threat are Muslim immigrants and the idea of the “Islamization” of the Western culture. Thus, this becomes a powerful example for the political myth of the clash of civilizations between Islam and the West.

The ideological road to National Socialism was paved not by Nietzschean self-awareness and self-overcoming, but by völkisch self-congratulation.

Roderick Stackelberg, Idealism Debased: From Volkisch Ideology to National Socialism, March 1, 1981

The first volley in the reclamation of volkish language was Bush’s use of the word “Homeland” when he created a new security service. Quite a few people noticed the connection to the German word Heimat. The far right parties in Europe now appropriate a good deal of Nazi symbology, while the even more virulent racism of a Macron (or Sarkozy) is ignored. PEGIDA and the AfD, in Germany, are really pretty much openly using Nazi rhetoric and symbol (both of which are technically against the law).

Cassirer (1973) analyzed three potential techniques that enabled the myth of Nazism: the magical use of words, the use of rituals and, finally, the recourse to prophecy. Nazi politicians managed to charge words with feelings and violent passions, therefore transforming their semantic meaning to convey magical imagery.

I will only add here, as a sort of thought experiment, that one compare the TIME magazine cover of Greta, with the photos in, what Remco Ensel, in an excellent monograph on the Dutch “Heimat” portrait photography called *Dutch Face-ism”, an expression of Völkisch Nationalism circa WW2 and tell me there is no equivalence. (or the VICE lead photo, or even Greta’s facebook portrait).

Now I know there are many people who will perceive this as an attack on Greta. It’s not. I am certain this young woman has almost zero awareness of any of the implications of her exploitation. And remember, too, that one of the most common rhetorical tactics of fascist apologetics (pretending to be liberal) is to re-state your argument incorrectly and then to respond to their manufactured distortion. It’s a version of straw man arguing. Couple this with the convenient appellation *denier*. If you say, wait, there were no rape camps in Serbia. You are immediately labeled a denier. It matters not at all that you would be correct in saying this. The corporate ruling class take-over of many green movements has a sum effect of reducing rights. For that is the logic of fascism. Remove rights but create space for the self expression of resentments. Property rights will remain untouched.

The opportunistic proprietor class capitalist sees enormous profit in Green endeavours now. Just as Mike Pompeo sees melting arctic ice as an “opportunity”. Never underestimate the capacity for brutish insensitivity in the lower functioning humanoids that serve as representatives of the ruling elite. It is bottomless, in fact. Bolton, Pompeo, Abrams, Kushner, Biden…this is the Troglodyte political class.

Brian Davey wrote about Thunberg, vis a vis her appearance in Katowice at a climate gathering:

What’s more it is richest 5% of the planet that consume 50% of planetary carbon – so the very people who are promoting this campaign must cut back the most. Instead they want to expand the economy. But how is this to be made compatible with reducing carbon emissions?

 

It isn’t – but a careful looks at the language of nature financialisation refers to carbon neutrality, not zero carbon. This is “convenient language when one of the main pillars of the business model is the sale of carbon offsets – rationalizing a continuance of the same carbon based lifestyle by constructing a faux fantasy one, that anyone with monetary wealth, can buy into.

This is a bit like buying indulgences in the Medieval Catholic Church. So perhaps what is needed is a Martin Luther of environmentalism.

The ruling class and its marketing apparatus recognized early on that Green language would serve as cover while they re-tooled their industries. Green took on those magical connotations. Cut to Greta’s mother explaining that her daughter was *different*; i.e. magical. She could *see* carbon dioxide. Trust me there will be green Angels, soon, helping further carbon neutrality.

But there is another issue cutting across much of this, and that is a strange new war on children (and on motherhood in the global south, and black mothers in the U.S.). Although *new* is the wrong word. Whether by design of just as a natural tendency in the residual Puritans of America, the media message has been of late to normalize cruelty to children. From tearing babies from the arms of immigrant mothers and dropping them into cages, or the arrest of suspension of due process in Israeli arrests of children and youth, to the spike in jail time for minors across the U.S. In the 1990s, incarceration of minors rose 311 %.

Across the United States, thousands of children have been sentenced as adults and sent to adult prisons. Children as young as eight have been prosecuted as adults { } Some 10,000 children are housed in adult jails and prisons on any given day in America. Children are five times more likely to be sexually assaulted in adult prisons than in juvenile facilities and face increased risk of suicide.

The rates for youth have declined slightly over the last few years but mostly due to teenagers aging out of the statistics. That ANY child was ever tried as an adult is all by itself a horror. In the U.S. infants born to black mothers die at twice the rate of those born to white mothers. Poverty is the obvious first reason, but structural racism…the stress of increased contact with the criminal justice system also undermines the health of the newborn.

67 percent of black women who are incarcerated are incarcerated for nonviolent offenses. So the majority of black women and girls are not incarcerated for violent offenses…( ) There’s a large percentage of women who are single mothers. I’m fortunate to have a significant other that supports me and supported me when I was behind the walls. But most women don’t have that. So they’re forced to take care of their children alone. And so when you’re forced to take care of your children alone, you don’t have the type of credentials that you need in order to access a job that’s a livable wage. And that’s the type of wages that you can take your family on vacations, and enroll your kids in extracurricular activities, you tend to find some non-traditional ways to make money.”“67 percent of black women who are incarcerated are incarcerated for nonviolent offenses. Neglect is often considered to be a failure, on the part of a caretaker, to provide adequate supervision, emotional nurturance, appropriate medical care, food, clothing, and shelter for a child. This definition also aligns with a definition of poverty, where poverty is considered to be inadequate food, shelter, and clothing.

Child neglect is then, almost by definition, synonymous with poverty. Those damn poor people just can’t take care of their kids. And yet they breed so much, ya know? Maybe it wouldn’t be such a darn bad thing if we clipped the men…know what I’m saying, Earl?

In fact, one of the side bar implications in Melinda Gates programs is to strongly associate pregnancy with disease (not for rich white people, of course). And the overpopulation argument feeds in this directly.

There is not enough space to even scratch the surface here to list the inequalities operative in racial hierarchies in the U.S. What is important here to start to recognize the codes at work. Walter Benjamin famously said that “The logical result of Fascism is the introduction of aesthetics into political life.” But more importantly, at the end of that same essay (Art in the Age of Mechanical Reproduction) he added…

Its (mankind) self-alienation has reached such a degree that it can experience its own destruction as an aesthetic pleasure of the first order.

Capitalism has abandoned humanity. A shamefully neglected infrastructure has exacerbated the effects of global warming. The loss of jobs, mostly to robots, engenders confusion and anxiety, but also deep resentment. And we are well past the time when anyone thinks robots provide superior service. The need to keep escalating conflict, both at home with a militarized and racist police apparatus, and abroad via a gargantuan military whose size defies all rational comprehension. The suffering inflicted on the world by the U.S. and its proxies (Saudi Arabia, Israel primarily) is so enormous that it is hard to grasp it in its totality. And this confusion breeds reaction. The confusion seems not, however, to breed questioning.

When capitalism reaches its point of diminishing return, it deliberately creates a crisis or an appearance of a crisis in order to stage a ritual of a rebirth. The crisis is designed to corner everyone to rely on the capitalist framework for survival. This functions to divide people into two groups: a group which sees through the mechanism and a group that insists on solving the “crisis” no matter how (meaning solving it according to the acceptable ways). The establishment destroys the anti-capitalist momentum while co-opting dissident voices, giving them credentials, awards, positions in the hierarchy. The process eliminates enemies while augmenting the capitalist hierarchy.

The real problems of ocean acidification, plastic pollution of those same seas, and the endless over production of certain crops that destroy land and poison pollinating insects, these problems are simply the result of needless and pointless industrial growth, a growth that has no rational need driving it. Hunger exists in a world of surplus food. The engine is maximizing profit. And why do so many people seem to just reflexively trust *science*? Trust without even a cursory check on who funds the study, or the institution. And the manufacture of fear is a staple of the ruling class. Fear of germs (from Asia or Africa, of course), or asteroids, or the ignoring of obvious testing failures which goes back to thalidomide. That and the very imperfect world of statistical analysis (see Harvard and Yale sociologists circa 1986 and the spinster’s beware warning) etc. The point is only that while it is clear global warming and pollution present enormous challenges, ones that may change the way nearly everyone on the planet lives, there is also clarity that a crises in Capitalism is forcing an increasing propaganda machine to validate the class hierarchies, and which is rehabilitating the most obscene thinking of the colonial and Victorian era. People are being indoctrinated to experience domination as salutary. Junk science abounds everywhere (facial recognition anyone? blood splatter?) but when it comes to climate and Green issues the bourgeois populace simply does not want to hear it. Which leads me to the idea of a cultic group think going on. And maybe this is tied into the acute narcissism of the boomers. Because just anecdotally my experience is that they WANT disaster. It provides self importance. They demand action and responsibility, but the most dire warnings are received with a barely suppressed pleasure.

The liberal white American today cannot tolerate the world going on around them with people they have been trained to see as inferior. Fear of the dark skinned global south (I mean Melinda Gates actually has a brochure in one of her projects to teach African women how to hold their baby, because I guess, you know, that’s something they clearly don’t know about), they fear the numbers, they fear fecundity (something that has dropped precipitously in the advanced West), they fear being in close proximity to the poor, the ‘other’ (migration), and they fear exposing their children to this ‘threat’, most of all. Consider that there is a huge movement on the right to ban abortion. And yet, largely, these same people are thrilled with Bill and Melinda Gates work to stop African reproduction. So it’s clearly not too many people, it’s just too many black people.

The new Volkish body politic is conflating global warming and the poor.

…the “longing for myth” reflected the pervasive experience of “dislocation and disorientation” precipitated by industrialization, revolution, and the dissolution of community values in the abstract conception of secular society, compounded by the fragmentation of German society “along confessional, social, and territorial lines”; the splintering of traditional social and cultural bonds gave rise to the desire for an “aesthetic-religious imagery” that would “unite modern society just as Greek mythology had supposedly once united the polis.

Over two million people languish in nightmarish prisons in the U.S. Most for non violent crimes. And today the target is increasingly children and women of colour. But people respond with arguments of distraction, just as they are narcotized by screen distractions. The children not targeted for jail are given anti depressants.

And Gabor Mate has written (following Robert Bly) that fathers and mothers both today work twice as long and with less security and for less money than they did three generations ago.

Quite the opposite is true now. Far from being helped, working women are actively penalized if they wish to extend the time they are at home caring for their children. For men, it is not even considered reasonable to think of “interrupting” their careers in order to share in that process. Society does little to establish expert and compassionate day care for those children during whose early years the parent(s), for one reason or another, cannot avoid the necessity of working outside the home. Poor women, especially in the U.S., are economically terrorized by the welfare system into entrusting their infants to appallingly inadequate care situations, and then must spend hours daily traveling to low-paying jobs that barely allow their families a subsistence income.

Leading to what Bly called “the rage of the unparented”. This is America, then, today. Children are targeted by law enforcement — think of the use of gang injunctions, prop 21 in California — which, again, allowed for minors to be sentenced as adults. California has, in fact, been the leading laboratory for terrorizing youth.

The collateral consequences of an adult conviction are severe. An adult criminal conviction stays on a youth’s permanent record, which can prevent him or her from voting, securing housing, getting financial aid or public benefits, and finding a job. Further, the juvenile justice system is intended to be rehabilitative, whereas the adult criminal system is not. Youth tried in adult court lose the opportunity to access many of treatment and rehabilitative options available in the juvenile system.

Poor women, and particularly black and latino women, have been zeroed in on by the justice system and now are the fastest growing segment of the carceral state. Their children are warehoused, usually chemically warehoused if they prove in the least disruptive. But this only mirrors in much harsher way the white children of the affluent. For even the petit bourgeois youth is afflicted by a culture of screen addicted distractions and coercive infantile propaganda and entertainments. And they are likely the children of parents who were also distracted and anxious. And the parents of those parents. Three or four generations now who have not been provided with any sense of community.

A quick glance at the statistics: Children 0 to 5 years, over 600,000 are on one of the following: ADHD medication, anti depressants, anti psychotics, and anti anxiety drugs. But if you look at kids 6 to 17, there are SEVEN MILLION being medicated. I was told by a friend that in the run up to the millennium, in a gallup poll, that a majority of people welcomed an apocalypse of some kind — and the reason given was a belief that nothing was going to get better. They were expecting only worse to come. And, of course, they were largely correct.

Hollywood has been normalizing a mix of the sadistic and the sexual for going on fifty years, only now the spectre of Big Brother looms over everything, and this is presented as a virtue. There is in this new mythos forming around end-times thinking, an erotic representation of duty to power, and it elicits a kind of frisson. Fascism is now being updated, and it serves up a menu of catastrophe and individualism. Daily life is a combination of drudgery, tedium, meaningless work, and insecurity. And parents are weary of their neurotic complaining children. In sum I think people in the West no longer dream Utopian.

Greenwashing the Climate Catastrophe

It is hard not to notice a stirring of consciousness regarding humanity’s dire ecological predicament beginning to seep into the mainstream these days. How can it not? Year after year records are shattered. Month after month scientists continue to be shocked and demoralized by more and more evidence of rising seas, a climate careening into a chaotic and terrifying unknown, and countless species succumbing in a biosphere perpetually under siege. Even the corporate media which has been designed as a mouthpiece of capitalist interests cannot completely veil our collective crisis. Unsurprisingly, the ruling class has begun to react, not in a way that meaningfully addresses the death cult of the current socioeconomic order, but to ensure its survival albeit with a greener face. Their cynical approach to what is the biggest existential crisis of our age is using youthful optimism and justified outrage and terror to cloud their machinations.

 

 

One such prominent youth these days is Greta Thunberg, the 16-year-old Swedish girl who delivered a rousing speech at the UN Climate Change Conference and before the world’s wealthiest at the World Economic Forum in Davos, Switzerland. Indeed, her speech was inspiring and I do not doubt her passion or honest devotion to climate activism for a minute, but to ignore the powerful machine looking to co-opt her message would be a grave mistake. For instance, Thunberg has been given interviews in the corporate press, has been endorsed by a tech start-up company (We Don’t Have Time), and has been lauded by industry for promoting “sustainable development.”

Now certainly Thunberg is not the one manipulating any of these actors, and she should not face any kind of criticism for her part in addressing the greatest existential issue of our times. But it should be clear that most people who get interviews in the corporate media are generally not deemed to be a serious challenger to the status quo political/economic order. Corporate approved dissent is a form of censorship that gives the illusion of a lively debate, but essentially establishes a firm line in the sand when if comes to radically questioning or opposing the capitalist framework itself. And if finance companies are behind something we can be pretty sure that they are primarily in it for the money. In addition to this, the term sustainable development is a meaningless on a planet that is literally on the edge of a cliff, but under the dominant economic dictatorship of money the co-opted mainstream environmental movement has pumped out these tropes making them a form of collective social conditioning.

And this ties into the notion of personal responsibility. Solutions to our environmental crisis have been reduced to “life style changes” which have also become the en vogue activism of the day. It is a line of thinking that is accepted and even endorsed by corporations, banks and neoliberal governments because it poses no real challenge to their power or their ongoing destructive practices. To the mainstream, tweaking one’s lifestyle is all that is needed. Buy an electric vehicle or use a bicycle. Don’t take a plane on your vacation. Buy reusable bags. Choose organic only. Go vegan. Buy reusable straws. While there is nothing wrong with doing these things in general, they must be understood as individual choices that are based on privilege and that have little impact in addressing urgent crisis our biosphere is facing right now.

What they do manage to do is deliver an added punishment on the poor and working class, people who are struggling to make ends meet. It places an unfair level of guilt on ordinary people whose impact on the environment is relatively negligible compared to the enormous destruction caused by the fossil fuel industry, mining companies, plastic and packaging production, shipping and the military industrial complex. Seldom (if ever) questioned are the basic foundations of the current economic order which is driving the decimation of the biosphere for the benefit of the wealthy Davos jet set.

It has in fact become only about “sustainability” despite the contradiction of sustaining a system that is at its core omnicidal. Corporations have been actively branding themselves with empty greenwashing euphemisms like “green” or “earth friendly” in the decades following the first Earth Day. It is as if our species were somehow alien visitors to this planet and being friendly to it was merely a diplomatic concern. Certainly a handful of corporations did in fact change some of their practices under public pressure and for the sake of image. Some of those changes had beneficial effects for certain species and areas. But the primary engine of capitalism that has led us to the brink of devastation is never questioned. It is sacrosanct.

With this in mind political solutions, like the Green New Deal, are being trotted out by democratic socialist and neoliberal politicians that merely cloak the problem, never identifying the root of it all: Capitalism. In fact, many of these policies are weak on protecting nature and are simply designed to keep capitalism afloat. At its core this is a system that is incapable of even beginning  to address climate change or biospheric degeneration. Its principles are based upon the exploitation of the environment for the material gain of the ruling class, kept alive through institutions of repression and corporate state violence. Under this rubric environmental causes may be soothed for some; but the poor and working class are continually battered and raped by industry and the corrupt governments that house and protect them. Indigenous peoples, who face the worst exploitation, continually see their lands desecrated and denuded by state policing factions at the behest of powerful corporations. And militarism, which is of course wedded to capitalism, ensures that all of this exploitation can continue and expand virtually unopposed by bourgeois society.

It may be a hard pill for many to swallow, but there are simply no viable answers to be found in Washington, or the hills of Hollywood, or the board rooms of Wall Street, or even at the United Nations which generally capitulates to the demands of the ruling class. They have molded each of these institutions, media industries and government bodies to fit their censorious narrative in order to suppress dissent against the current economic order, under which they so handsomely profit. And one would be wise to approach whatever they offer with great caution. After all, they have been labouring for years to dismember the commons, grow their inordinate wealth through plunder, and maintain their dominance through corruption, militarism and distraction. The sacredness of the public sphere has been defiled by the inviolable liturgy of free market dogma. And they have manufactured a culture of cruelty, devoid of character and predicated on colonization and the commodification and exploitation of everything and everyone that exists. In this way neoliberalism, the last and most ruthless stage of capitalism, has become the most elaborate and successful form of brainwashing and social control the world has ever known, convincing hundreds of millions of people of the absolute necessity of its economic tyranny and omnicidal madness.

But despite the machinations of the ruling class to obfuscate, infiltrate and co-opt movements, there remains a genuine longing for connection to the ever besieged living planet and solidarity with one another that transcends the indifferent and sadistic brutality of the capitalist order. This is especially true as capitalism begins to implode and the biosphere continues to degrade. Therefore the most coherent response to what we are witnessing will always come from ordinary people in community, especially the poor and especially indigenous peoples who are on the front lines of a war being waged by governments serving the interests of the wealthy ruling class and global capitalism. But we can be assured that anything that emanates from the halls of power will be merely another ploy to maintain their control and fill the coffers of the uber-rich at the expense of the rest of us and the living earth itself. And they have no problem using the innocent passion of a 16 year old girl to hide all of their crimes.

The New Humanitarianism: The Imperative to ‘Act’ and to ‘Act Now’

Since the end of the Cold War, there has been an explosion of international NGOs, particularly development and humanitarian ones, leading to the rise of what is termed ‘global civil society’. In large measure, this is due to the ascendancy of neoliberalism, which has seen NGOs fill the many gaps created by government cutbacks and privatization. But in part, it is also the result of the intensification of globalization and the information economy, which has opened up possibilities for greater  borderlessness’. Not content with doing only aid and development work, NGOs have carved out an increasingly more activist and interventionist role for themselves in the global arena. This trend is what has been called ‘the new humanitarianism’.

Central to the new humanitarianism is a security discourse, which divides the world, not so much along the lines of wealth vs. poverty as it used to, but more in terms of stability vs. threat. Mark Duffield argues that the security discourse is constructed on the basis of the metaphor of the ‘borderlands’ (i.e. the Third World), an imagined geographic space of instability, excess, and social breakdown, which poses a threat to the metropolitan areas (2001: 309).

The borderlands are depicted as violent and unpredictable, or at least always a  potential danger; they are the source of many of the problems seen to plague global security, including drug trafficking, terrorism, refugee flows, and corrupt/weak/rogue states.

Accordingly, the point of international intervention is to tame and manage instability. In this scenario, poverty, corruption, and refugee flows are to be feared much more than alleviated. Development and humanitarianism are seen not as problems of reducing inequality or protecting the most vulnerable, but as technologies of security, which function ‘to contain and manage underdevelopment’s destabilizing effects’ (Duffield 2007: ix, 24).

The practical outcome of this new humanitarianism is a significant shift away from respecting national sovereignty and towards external intervention in the Third World: it means neglecting international law, or obeying the ‘higher’ moral law of humanitarianism, under the guise of the ‘responsibility to protect’ (cf. Mamdani 2009: 274; Watson 2011: 5). In other words, new humanitarianism has increasingly become neoimperialism, allowing the West to ‘transform conflicts, decrease violence and set the stage for liberal development’ (Duffield et al. 2001: 269). Not just a Third World country’s foreign policy, but now also its domestic economic or human rights situation is seen as a credible threat (Duffield 2001: 311), recalling colonialism’s ‘civilizing mission’ to eradicate ‘barbaric’ Third World cultural practices such as widow-burning or infanticide. More often than not, the form of external intervention is military, that is, armed intervention parading as humanitarian rescue mission. The post- 9/11 War on Terror has only escalated this trend, enabling the possibility of ‘unending war’ to secure the borderlands (e.g. Iraq, Afghanistan) (Duffield 2007: 131). Illustrative of unending war is the following list, compiled by Watson (2011: 4), enumerating the countries for which humanitarianism has been used to justify military intervention in recent years: Somalia, Haiti, Bosnia, Angola, Mozambique, Kosovo, East Timor, Sierra Leone, the Democratic Republic of Congo, Liberia, Zaire, Sudan, Côte d’Ivoire, Iraq, and Afghanistan.

NGOs are firmly enmeshed in this security–humanitarian network. For the past two decades particularly, the private–public linkages between Western states, UN agencies, private firms, militaries, and NGOs has grown. In fact, as Duffield puts it, the securitization of development/humanitarianism ‘has been of central importance for legitimising the growing involvement of non-state actors’ (2001: 312; cf. Watson 2011: 3–4). And NGOs have become not just accomplices in this network, but key players. Mamdani goes so far as to argue that the new humanitarianism is the ‘twin of the War on Terror’ (2009: 274), with groups such as Save Darfur as pivotal facilitators. NGOs have pushed for and capitalized on the vast resources directed at emergency and security operations around the globe. Many such operations (e.g. in Afghanistan, Haiti, Bosnia) have been ambitious and well coordinated, with relief agencies working alongside military or peacekeeping campaigns.

The imperative to ‘act’ and to ‘act now’ is central to these NGO campaigns.

To be sure, beginning mainly in the post-World War II era, organizations such as Oxfam, ActionAid, and MSF were created to respond to global crises, ranging from armed conflicts and epidemics to ‘natural’ or man-made disasters. Whether we are talking about the 1949 Palestinian refugee situation, the 1967 Nigerian civil war, the 1984–85 Ethiopian famine, or the more recent 2005 Pakistan earthquake, emergencies have become an opportunity for humanitarian NGOs to function and even expand. Indeed, they have been able to justify and aggrandize themselves based on what Duffield refers to as a ‘permanent emergency regime’ (2007: 25, 47–49, 219). All of them rely on a ‘threaturgency narrative’ to ‘legitimize their functions’ (Watson 2011: 9); it is this narrative that allows them to identify and categorize the disaster (e.g. as an impending famine or a pressing refugee crisis), as well as publicly highlight the humanitarian duty to save lives or assist ‘populations in distress’, as MSF puts it (http://www.msf.org).

One of the most poignant recent examples of the construction of emergency discourse is that of the Save Darfur Coalition, especially during the 2004–7 period. The Coalition relied on highly charged rhetoric to issue its emergency call for international intervention. The first move, as Mamdani underlines (2009: 64–65), was to categorize the conflict in the Darfur region as racially motivated: the government-armed ‘Arab Janjaweed militia’ were reportedly perpetrating violence against ‘black-skinned non-Arabs’. Such stereotyping became pervasive in Western public discourse and was often repeated by the mainstream press, including The Washington Post (Mamdani 2009: 64; cf. Hassan 2010: 98). Mamdani notes (2009: 6) that this ethnicized/racialized framing has its origins in the colonial tradition of racializing the peoples of Sudan for political purposes (i.e. as a divide and rule strategy); it is a framing that, in the contemporary global conjuncture, only served to reinforce the discourse of the War on Terror, demonizing Islam and Arabs, and pressing for immediate counter-terrorist action.

The Coalition’s second discursive move was to characterize the Darfur situation as ‘genocide’ (despite evidence to the contrary, as we shall see below). It is the deployment of this culturally and politically charged term that, almost single-handedly, brought together such a large and diverse range of US-based organizations that made up the Coalition (see above), while catching the attention of the media and politicians alike (cf. Save Darfur Coalition 2011). After Save Darfur’s ‘genocide alert’ in 2004, events quickly gathered pace: a student-led divestment campaign was organized, a large Save Darfur Rally To Stop Genocide was held in Washington, DC, and an impassioned plea (by George Clooney) was made to the UN Security Council for international intervention. In 2007, the rhetoric was ratcheted up. The Coalition criticized China for its strong support of the Sudanese government, with a campaign that included taking out full-page advertisements in The New York Times and Mia Farrow denouncing the upcoming Beijing Olympics as the ‘Genocide Olympics’.

The overall effect of this emergency discourse was to exercise tremendous pressure on political leaders in the US and around the world. Secretary of State Colin Powell testified in front of the Senate Relations Committee that genocide was being committed in Darfur. The US Congress agreed, pushing for political and economic sanctions for Sudan. Meanwhile, the UN Security Council referred the Darfur case to the International Criminal Court, sent UN peacekeeping troops to Sudan, and following China’s change of position on the Council in the face of public pressure, established a larger joint UN–African Union peacekeeping mission, with financial support from the US Congress (cf. Flint and de Waal 2008: 181, 280; Haeri 2008: 35–37).

One of the most troubling features of this NGO emergency discourse is its tendency towards militarization and war. The imperative to act ‘now’ tends to provide added impetus and rationale for militarized intervention. We are familiar with NGOs providing relief work in war zones, in which they must sometimes coordinate with warring factions to deliver aid programs. We are also familiar with the use of army troops in non-military crises such as the Asian Tsunami in 2004 or Hurricane Katrina in 2005 (to keep law and order, or help NGOs distribute food aid). Increasingly, as Watson argues, ‘states and the international community have institutionalized a militarized response through the establishment of specialized military entities such as the United States Foreign Disaster Assistance or the Canadian Disaster Assistance Response Team’ (2011: 9).

But what is relatively new and noteworthy is the call by humanitarian NGOs for military intervention – a phenomenon described by the paradoxical concept, ‘humanitarian war’. It is a concept that, as Vanessa Pupavec notes, NGOs themselves helped legitimate, especially through their demands for military intervention in the Balkans during the 1990s (2006: 263). Thus, MSF appealed for military action in Bosnia in the mid-1990s, while Save the Children lobbied Western governments for armed intervention in Kosovo in the late 1990s (Pupavec 2006: 255). Since that time, several other similar calls have been made. Of particular note are Oxfam’s demand, in relation to the Darfur situation, for a broader interpretation of the UN Charter on the principle of non-interference to include intervention, and Save Darfur’s outright plea for a no-fly zone and Western military action. In fact, ‘Out of Iraq and Into Darfur’ became a common Save Darfur slogan. Pupavec points out, in this regard, that NGOs were quick to criticize the failure to obtain UN Security Council authorization for military intervention in Iraq, but were only too willing to ignore such authorization when they demanded military  ntervention in Kosovo and Darfur (2006: 266).

If rhetorical demands for action raise the stakes, resulting in the militarization of the new humanitarianism, so do media demands for spectacle. The mediatization of NGO emergency work – that is, the drive not just to act now, but also to be seen to be acting now – adds greater urgency. NGOs may well be responding to save lives, but they are also playing to the global media and public. MSF’s témoignage (witnessing) after all, is about witnessing not just on behalf of disaster victims, but also for the media/public. This recalls our earlier arguments about the entertainmentization of humanitarianism – the pressures to create ‘megaspectacles’, to satisfy seemingly insatiable appetites for suffering, death, and disaster. The militarization of emergency work only supplies further fuel to this fire, aiding and abetting the spectacularization of violence and war. In this regard, Henry Giroux contends that we are witnessing a new phase in the society of the spectacle, that of the ‘spectacle of terrorism’ (2006: 26).

According to him, a ‘visual culture of shock and awe has emerged’, which celebrates violence in the form of night bombing raids, hostage takings, and beheadings, or the destruction of public buildings (2006: 21, 24).

The pressure to create spectacle, then, means that spectacular NGOs are not simply observers or objective relays in delivering humanitarian aid; they are full-fledged actors, identifying emergencies and constructing them for public consumption (cf. Keenan 2002: 5). Add militarization to this mix, and you move from the imperative to act now and be seen to be acting now, to an imperative to be seen to be acting now, militarily if needs be (or preferably?).

The systemic and symbolic violence of spectacular NGOs

Three friends are having a drink at the bar. The first one says, ‘A horrible thing  happened to me. At my travel agency, I wanted to say “A ticket to Pittsburgh!” and I said “A ticket to Pissburgh!”’ The second one replies, ‘That’s nothing. At breakfast, I wanted to say to my partner “Could you pass the sugar, honey?” and what I said was “You dirty fool, you ruined my life!”’ The third one concludes, ‘Wait till you hear what happened to me. After gathering the courage all night, I decided to say to my spouse at breakfast exactly what you said to yours, and I ended up saying “Could you pass me the sugar, honey?”’

Often, the most traumatic situations are not necessarily the outwardly perceptible ones (i.e. the gaffes of the first and second interlocutors in the joke), but the less obvious ones (i.e. the repressed content in the outward politeness of the third). As Paul Taylor suggests, telling are the moments ‘in which nothing of substance is said… in that non-utterance resides all manner of psychologically destructive forces’ (2010: 93).

And so it is with spectacular (humanitarian) NGOs: it is most often in these organizations’ non-utterances that ideological violence is to be found. The spectacle of NGO humanitarianism is revealing not simply for what it shows, but more importantly for the violence it often ignores, takes for granted, or disavows. Žižek distinguishes two types of violence: (i) ‘subjective violence’, which is directly visible and identifiable (e.g. emaciated babies, physical destruction in the wake of a hurricane); and (ii) ‘objective violence’, which is less immediately perceptible (2008a: 1–2). Objective violence is itself made up of ‘systemic violence’, which refers to our often slow yet steady social oppressions  (e.g. gender exclusion, wage discrimination, the daily grind of alienating work), and ‘symbolic violence’, the violence inherent in our systems of representation (e.g. the way in which an image of a starving child can hide as much as it reveals). The crucial point for Žižek is that objective violence is what is required for the ‘normal’ functioning of our social and economic systems. In other words, systemic and symbolic violence is the background against which subjective violence happens: objective violence ‘may be invisible, but it has to be taken into account if one is to make sense of what otherwise seem to be “irrational” explosions of subjective violence’ (Žižek 2008a: 2). Accordingly, I’d like to highlight the systemic and symbolic violence of humanitarian NGOs, violence which serves as backdrop to their spectacle.

The systemic violence of humanitarian NGOs stems, at least in part, from the very nature of their work – short-term emergency operations that attempt to rescue people from immediate danger, but make no attempt to address the broader or underlying causes of such danger. As MSF’s James Orbinsky readily admits, MSF action ‘takes place in the short term’ with limited objectives in the wake of a crisis, ‘but does not itself attempt to solve the crisis’ (2000: 10). The problem is that such an approach is premised on what was earlier denoted as a ‘permanent emergency regime’: rather than working themselves out of a job, NGOs depend (and count) on more and more crises.

They have every interest in global neoliberal capitalism’s continued production of emergencies, which enables and legitimizes their spectacular humanitarianism. In this sense, the NGO-ization of humanitarianism (and development) may have less to do with finding effective solutions to problems than a way of keeping the humanitarian business in business.

True, some humanitarian NGOs do carry out broader ‘development’ programming, alongside their short-term relief and advocacy work. For example, MSF organizes a campaign to make cheaper generic drugs more readily available to Third World countries (cf. http://www.msfaccess.org), and Oxfam runs a host of projects in gender equality, health, and education around the world (cf. Oxfam UK 2011). But as pointed out in Chapters 1 and 2, most of these initiatives are depoliticized; they steer clear of, say, anti-capitalist/anti-racist critique, or unionization of workers (or women), in favour of tamer and nonthreatening areas such as mainstream human/gender rights and education. As Issa Shivji contends, in Sub-Saharan Africa issues of equality and equity are banished to the ‘realm of rights, not development’; that is, rights are a question of NGO ‘advocacy’, ‘not a terrain of people’s struggle’ (2006: 35). Moreover, many NGO development projects (e.g. job training, micro-credit) are ultimately an attempt at integrating subaltern groups into global capital; as James Petras puts it (1999: 432), they help corner ‘a new segment of the poor’ (e.g. young people, marginalized women, landless farmers, the urban poor), binding them to market entrepreneurialism. The result once again is a reaffirmation of the status quo, whose systemic violence is the basis for humanitarianism. And so the cycle continues … (I am not, of course, suggesting that humanitarian advocacy/relief and development should not happen, or that people must not be assisted in disasters; the problem is the significant institutional interests in people’s ongoing suffering or dispossession, and the enormous investments made in addressing the symptoms rather than the cure.)

This myopic and status quo approach is integral to the symbolic politics of humanitarian NGOs, too. The spectacularization of their relief and advocacy work is notable for what it includes as much as what it excludes. There is, first, the tendency (underlined earlier) to ‘sell’ stories and images that are visually and sound-byte friendly. Spectacles involving celebrities, poverty-stricken people, crying   mothers/children, gun-toting soldiers, or war-ravaged landscapes tend to be given priority. Most often, the resulting sensationalized images/stories are serialized and repeated to achieve maximum public and media spread and exposure. As one NGO media person puts it, ‘the misery of the victims of famine, flood, war, and plague must be underlined, perhaps even exaggerated, if [the organization] is to attract sufficient public attention’ (quoted in DeChaine 2002: 361). In this regard, MSF has been criticized for its sensationalized stories, causing some to pejoratively characterize the organization’s press officers as ‘catastrophe babes’, ‘whose motives are said to be driven more by the market than by the crises’ (DeChaine 2002: 360). Such tendencies  illustrate well the symbolic violence noted above, fetishizing and commodifying the outwardly visible (i.e. ‘subjective violence’) in the service of the society of the spectacle.

More often than not, the stories and commodity-images produced by NGOs resort to classic hero narratives, in which the NGO-as-hero/celebrity overcomes adversity (obstacles, enemies, crises) to save hapless victims. All the characters are clearly identifiable: the saviour-heroes are the aid workers, human rights advocates, and volunteer doctors/nurses; the enemies/adversaries are ‘natural’ disasters, or corrupt and authoritarian governments/leaders (e.g. the Janjaweed militia and President Al-Bashir, in the case of the Save Darfur narrative); and the victims are women, children, and dispossessed communities. Robert DeChaine states, for instance, that MSF’s credibility as a humanitarian agency hinges at least in part on ‘its ability to establish a perception of its volunteers as courageous, ideologically pure, morally committed agents of change. They are saviors, champions of the voiceless, who knowingly and willfully face the morally unrighteous enemies of humanity’ (2002: 362).

The creation of victims is key, and the humanitarian spectacle manages to never run out of them. Debrix argues that what transnational humanitarian NGOs such as MSF create when they intervene across state boundaries are ‘spaces of victimhood’, both spatial and symbolic: ‘Under the guise of reaching “victims” the world over, MSF constructs new spaces – humanitarian zones – inside which individuals in distress are identified as “victims”, are sorted out, and become recognisable as generalised examples of human drama’ (1998: 827).  The establishment of refugee camps, famine sanctuaries, and the like, are meant to clearly demarcate these spaces, so that the victims can be triaged, categorized, treated, managed.

The people shepherded into these zones tend to be constructed as passive beneficiaries. Rarely do they have a voice; most often, it is the NGOs that speak and ‘witness’ for them. In the Darfur debacle, for example, there was a notable absence of any articulate Sudanese or indeed Darfurian voices; as Salah Hassan points out, the discourse was dominated by ‘Western celebrity activists, aid workers, and other self-appointed experts and spokespersons, thus reconfiguring the “white man’s burden” in a significant way’ (2010: 97). Faced with such persistent victimization, it should hardly be surprising that NGO saviourheroes have sometimes been received by disaster ‘victims’ with hostility rather than thanks, as in the case, for example, of Somalia in 1992 or Iraq after the 2003 invasion (Watson 2011: 14).

Kate Manzo (2008) underlines how often humanitarian NGOs resort to the use of child iconography (usually close-ups of single children’s faces). Think of the 1960s ‘Biafra child’, the 1980s ‘Ethiopia child’, or the current-day Plan/World Vision/Save the Children poster child. Child imagery has become the face and brand of NGO humanitarianism (cf. Chapter 1). Here too, the child tends to be depicted as victim, with children’s commodity-images deployed to evoke innocence, dependence, suffering (Manzo 2008: 636). Frequently, the child is meant to stand for the Third World, crying out to be helped and saved.  Such paternalism only reproduces colonial tropes of infantalization of the colonies to rationalize Europe’s ‘civilizing mission’.

The production of these black-and-white stories and images, with plainly identifiable heroes, adversaries, and victims, makes for the ideal humanitarian morality tale. Drama and sensationalism permit clear and simplified messaging, enabling the audience to take sides, claim moral indignation at the situation, and feel good about its support for NGO humanitarianism. Mamdani likens this to a kind of pornography, which in the case of Save Darfur yielded a highly moral movement that appealed to people’s self-righteousness rather than political analysis (2009: 56–57; cf. Flint and de Waal 2008; DeChaine 2002: 358–59). Moral campaigns tend towards depoliticization, opting (as we have seen) for short-term, managerial, and emergency/militarized solutions. Pupavec contends that moral advocacy avoids ‘the stresses and  responsibilities of implementing assistance programmes on the ground … In other words, advocacy can in some cases represent a disingenuous flight from responsibility for social problems, rather than deeper engagement with them’ (2006: 266).

The problem with the moral spectacle is precisely that it is less concerned with analysis and understanding than with taking sides and issuing calls to action. Manichean tales simplify, mystify, and ignore the often highly complex politics of emergencies. The focus on the outwardly visible and the spectacular, on special effects and sound-bytes, avoids layered, substantive, and mediaunfriendly investigation. Sensationalized media reports tend to decontextualize and homogenize, telling the story for its universal message, not its specific content: thus, for instance, earthquake ‘victims’ stand as ‘global victims’, so that the disaster ‘is made into the general condition of humankind’ (Debrix 1998: 841, 843). Media/NGO stories tend to linger on the photogenic, privileging physical destruction. In the case of the 2004 Asian Tsunami, Watson finds that the disaster was presented in the media as ‘natural’, ‘unpreventable’, ‘indiscriminate’, or ‘random’, when in fact the physical destruction and human suffering had as much to do with human activity and social systems (e.g. use of poor building materials, especially in poorer neighbourhoods): ‘the physical evidence is used to tell a particular story – one that, in essence, speaks for itself in a way that is de-historical and de-political’ (2011: 14–15).

What is left out of the NGO/media stories are the un-photogenic details, the ‘boring’ particulars of the daily grind of people’s lives, the recurring patterns of alienation or marginalization. Historical knowledge is a no-no: ‘spectacular time’ militates against ‘historical time’, because the former must organize information ‘through the media as dramatic events that are quickly displaced and forgotten’ (Stevenson 2010: 162). When there is interest in details, the media usually home in on the personal (i.e. issues of identity, individual tragedy, etc.) or the gory (i.e. violence), rather than broader politics. In the 2004 Asian Tsunami, Watson finds that the media tended to fetishize human-interest stories (e.g. personal and family tragedies), devoid of any social or political context, and to sometimes suggest that ‘victims’ were responsible for their own plight (2011: 14). Moreover, all tsunami ‘victims’ were treated the same, ignoring the fact that local residents and Western tourists were differently impacted, and that local women and children, in particular, were the worst affected: the ‘human-tragedy component served to tie all the human victims together: Westerners and locally affected populations … [thus obliterating] the different sources of vulnerability for the two groups’ (Watson 2011: 14–15). Similarly, in the Hurricane Katrina crisis, Tierney et al. (2006) find that the media focused almost exclusively on issues of looting, poverty, and racial tensions, and had almost nothing to say about recurring state cuts for infrastructure and social services in the worst affected, low-lying, and mainly poor black neighbourhoods. Concentrating on ‘secondary malfunctions’ and ‘subjective violence’ – poverty, crime, corruption, individual trauma – as opposed to the ‘objective violence’ of, say, inequality and broader political economy, is a recurring ideological strategy that we have observed before. ‘Under the guise of exposing global trauma and injustice in spectacular detail, genuine consideration of the key political and economic causes is displaced’ (Taylor 2010: 131).

 

Such tendencies to ignore key details or broader contexts are integral to the types of photos or films produced by NGOs. Invariably, these are either largescale images (i.e. aerial or wide-angle shots) of landscapes and neighbourhoods, or close-ups of individuals and faces. This toggling between the bird’s eye view and the shrunk/miniaturized view, as Jim Igoe argues,

allows for the simultaneous presentation of problems that are so large they demand the attention of the whole of humanity, while identifying specific groups of people who are their perpetrators … Missing from these presentations are the complex and messy connections and relationships that are invisible in both the open-ended vastness of spectacular [landscapes] and the compelling specificity of prosperous villagers. (2010: 382)

It is not just the broader contexts of emergencies that spectacular humanitarianism ignores; it is also that some emergencies tend to be neglected altogether. During the Asian Tsunami, for example, the Western press focused almost exclusively on known tourist locations across the region, overlooking the devastation in ‘lesser-known countries and localities’ (Cottle and Nolan 2007: 879). The other, more telling recent example here is the Congo, where over four million people have died over the last decade, but which has received little attention from the press. Žižek writes in this regard that:

The Congo today has effectively re-emerged as a Conradian ‘heart of darkness’. No one dares to confront it head on. The death of a West Bank Palestinian child, not to mention an Israeli or American, is mediatically worth thousands of times more than the death of a nameless Congolese. (2008a: 3; cf. Mamdani 2009: 63)

The various manifestations of symbolic and systemic violence outlined above are revealing of the ideology of spectacular NGOs. For what is ideology, in the Žižekian sense that we mean it, other than the production of spectacular images and smooth spaces (i.e. humanitarian zones) to cover up the Real (broader political economy, long-term political alternatives, Western complicity)? The glossy photos and sensational headlines help create pure, untarnished, and moral humanitarian fantasies to be commodified and sold. The smooth spaces (refugee camps, etc.) help manufacture artificial humanitarian sanctuaries where ‘victims’ are categorized, controlled, and ultimately served up as advertisements for the likes of MSF, Save Darfur, or Save the Children (cf. Debrix 1998). The NGO/media spectacle helps to unify and stabilize reality, disavowing anything that disturbs the humanitarian dream-fantasy, is discomforting to the public, or threatens the neoliberal global order. Outwardly visible, subjective violence may well be shown, or even fetishized, but that it is symptomatic of a dirty underside, a broader underlying objective violence, is glossed over.

Of course, spectacular NGOs hide behind their faux objectivity and nonpartisan humanitarianism to repudiate any accusations of political ideology. Yet, as we have seen, their very presentation of reality through their stories and images is already an ideological construction of it (cf. Taylor 2010: 83). They create (the public view of ) emergencies and disasters in advance, so that ‘reality’ and the audience’s perception of it are one and the same (cf. Žižek 1994b: 15). Thus, Debord writes, ‘For what is communicated are orders: and with perfect harmony, those who give them are also those who tell us what they think of them’ (1990: 6).

The Green Economy as a Continuation of War by Other Means

NO MEANS NO TO GREEN IMPERIALISM

 

The following essay has been modified from a speech given at the 10th Conference of Critical Justice in Latin America (X Conferencia Latinoamericana de Crítica Jurídica) on April 23, 2015 on a panel titled: “Rights, Dependency and Capitalist Accumulation in Latin America” (Mesa Derecho, dependencia y acumulación capitalista en América Latina). This speech was based on the paper, “The Militarisation and Marketisation of Nature: An Alternative Lens to ‘Climate-Conflict,’” (Geopolitics, 2014) while also building from it, discussing some examples from wind turbine development in the coastal area of the Isthmus of Tehuantepec region in Oaxaca Mexico, known as the Istmo.

When we speak about “anthropogenic climate change,” we speak about climate change that is intimately linked to our modern or industrial lifestyles, ones that feel like a routine of jumping through and between boxes: The box shape of the house to the rolling rectangle of the bus, which leads us to work, back to the car, then to the bar, back home, to the computer before bed, and finally, to the rest that anticipates repeating this routine all over again, with hopes of something different for the weekend. In its most simple and basic form, this is the process of anthropogenic climate change. It reeks of the depressing problem of everyday social control and daily confinement within this box system.

What these lifestyles are dependent on are a series of systemic processes: those of industrial waste that result from mining, oil extraction, electricity generation, cars, concrete, asphalt, electronics, and the list goes on. And climate change is really just the result of needing to make this list of resource extraction and technologies grow for the last two hundred years, while intertwining this need with our daily lives.

So when we understand climate change as an issue that is bigger than us, it prevents reflection, inhibits agency, and sends the message that only governments, corporations and NGOs can stop this phenomenon. Yet these institutions’ mitigation and security practices only serve to reinforce global environmental degradation, for the mainstream framework of climate change, while acknowledging a cumulative problem, also projects submission to authority and governing structures that have created new “dystopian markets” with ideas of geo-engineering (see Simon Dalby’s “Geoengineering: The Next Era of Geopolitics?” Geography Compass, 2015).

As I hope to show in the lines that follow, we must acknowledge that climate change has been wielded as a neoliberal weapon to create the idea of the “green economy” in the hopes of maintaining the state and growing economies. These are processes that continue land conflict and pacification through climate change mitigation initiatives and an environmental ethic with various notions of sustainability.

“Green grabbing”

Mainstream notions that seek to address climate change are deeply intertwined with ideas of sustainable development that emerged in the 1970s with the Club of Rome and the 1987 United Nations’ (UN) report Our Common Future, where it was recognized that industrial development had to soften and change its course otherwise it would destroy itself and many of the people dependent on it.

The 1992 Rio+20 Earth Summit recognized climate change and biodiversity loss as critical issues, which would lead to the creation of the UN Framework Convention on Climate Change (UNFCCC). It would then give way to the 1997 Kyoto protocol that decided market mechanisms would be the principle way forward to mitigate the problem of climate change and biodiversity loss.

Now enters the notion of Payment for Ecosystem Services (PES) that has sought to integrate market processes into the natural environment to dissect and quantify it, so that corporations and philanthropists can pay to keep forests standing and “natural resources” intact.

For businessmen and stupid environmentalists alike, these proposals have been called a “win-win” solution. These areas have been cordoned off on the false and historically genocidal premise of “pristine” or “wild nature,” which claims that humans but specifically indigenous peoples cannot live in forests if they are to be “saved”, conserved, and maintained as “pristine.” As I hope many know, this is contrary to the historical record as many indigenous people made the pristine forests of the Amazon and the world (see my previous work with James Fairhead: “The Militarisation and Marketisation of Nature,” Geopolitics, 2014.)

These are the same areas that are now the new frontiers of capital investment; these new measures and market mechanisms have now made new markets out of trees, plants, and animal life with notions of “carbon sequestration” and “biodiversity.” These novel and strange terms are used to measure and quantify the natural environment and support the commodification and transformation of larger and “exotic” wildlife into a spectacle for office workers and the wealthy with the rise of ecotourism.

Most recently we have the “green market” as the latest pretext to take over land, displace native groups, and create new sustainable development initiatives while powering the cities and factories with renewable energy, often in the name of slowing anthropogenic climate change. Journalist John Vidal has dubbed this capture of land through sustainable development using an environmental rational as “green grabbing,” gesturing to a shared logic of “land grabbing” Marx once termed to describe the systematic theft of communal property from the 15th to 19th centuries.

It is no surprise that these friendly and environmentally conscious ideas have continued the trajectory of the industrial economy, for there was never once a reflection about slowing this industrial cancer that has become so common.

The green economy as counterinsurgency

We should also remember that the history of state craft, development, and the market has been firmly rooted in waging a war for the submission and acquiescence of people and the natural environment into its organizational structure and growth. Nancy Peluso and Peter Vandergeest have shown how geographical landscapes and towns are built on campaigns of widespread terror against both people and the natural environment, whether in colonial, post-colonial or democratic countries (“Political Ecologies of War and Forests: Counterinsurgencies and the Making of National Natures,” Annals of the Association of American Geographers, 2011).

Terrorizing unruly people into submission has always been a perquisite for all states to establish a territory and gain a grasp on, and make legible the people, forest, minerals and animals of “the nation”—after all, the kings, empires and states claimed it as their own and because we were their “subjects” this was never a problem, right? This means that if people are not revolting, they are submitting to a claim brought upon them, and this claim was always met with resistance.

The people and the forest worked together to wage every type of insurgency against the colonial, post-colonial and democratic regimes in different times and places in Asia, Africa, and the Americas. In general, one can see a pattern that required all states to terrorize and traumatize people through campaigns of counterinsurgency warfare, resettlement campaigns into suburban style villages, cities, and factories with an overall goal to corral and integrate people into “modern” work, national culture and the demands of the economy. Indeed, all states have been at war to subjugate and colonize the people of their “territory” to the imperatives of its organization, which demarcated “Jungles” wild, from “forests” controlled, and forests from agriculture, regimenting every aspect of life and environment to the principle of separations inherent in scientific method. It is under this history of war that the economy and now the green economy stands.

Placing the green economy within the framework of counterinsurgency, the leading theory of state sanctioned pacification, is insightful in this regard. For example, David Kilcullen, Lieutenant Colonel in the Australian Army and a leading counterinsurgency strategist, defines counterinsurgency as “a competition with the insurgent for the right and ability to win the hearts, minds and acquiescence of the population” (“Twenty-Eight Articles: Fundamentals of Company-Level Counterinsurgency,” 2006 [PDF]). Here, the term “hearts” is described as “persuading people their best interests are served by your success,” and the term “minds,” as “convincing them that you can protect them, and that resisting you is pointless.” The green economy is thus an advancement in capturing people to rally for the survival of the economy and business imperatives of the state and its corporate partners—and this in both the city and countryside.

Inclusionary control as pre-emptive pacification

By now, most people have formed their identities and habits around this industrial system, and are attracted to ideas about carbon and biodiversity offsetting, participatory conservation, and renewable energy that provide us with illusions that life and the economy can co-exist. But in many ways this is not true.

Taking the Barra de Santa Teresa near where I live as an example, Mareña Renovables/Eólica del Sur wants to build upwards of hundred industrial wind turbines (aerogeneradore), on a scared and rare ecological zone that took 10,000 years to form, but guess what? The Barra is made of sand and vegetation, which means they will have to pour around a kilometer or possibly more of concrete for their foundations—individually for around one-hundred industrial wind turbines. This is an insane amount of concrete that will no doubt destroy the water table, and create an excess of sand, which as I was told by coastal ecologist, Patricia Mora, “will be total ecological devastation.”

The green economy is advancing techniques of “inclusionary control,” which is a way to include more humans and non-human lives into state and market structures. However, the mid-to-long-term interest of people is to not take the money or questionable promises of jobs, but to get rid of these structures and rehabilitate the land with healthy soil, fruit trees, and animals so they can secure food, shelter, and work to build healthy environments.

Inclusionary control is counterinsurgency and the art of preemptive pacification, which is the art of including people to exclude and neglect their structural grievances—no/crap jobs, no/crap education, drinking toxic waste, police violence, and the standardization of life (the box system) and so on— that is inherent in states, economies and capitalism of every brand. It is why the importance of transforming one’s task into improving the environment is multiplied tenfold if people also value their cultures, land, and lifestyles not being entirely dependent on the economy.

Free, Prior and Informed Consent as Inclusionary Control

An interesting mechanism that is being deployed in the Istmo right now, in the struggle over the invasion of thousands of wind turbines, is the UN’s Free, Prior and Informed Consent (FPIC) procedure, which is mandatory for signatory nations to conduct when constructing development projects on indigenous lands and communities. This mechanism, a success after years of struggle for indigenous recognition, could be important for stalling and fighting megaprojects.

Nevertheless, if people are not conscious, if they are divided and fighting each other—the goal of all governments, corporations and drug dealers alike—then this mechanism can be used by corporate-state alliances to pacify people with the feeling that they are being heard, included, and consulted. It will then reaffirm the strong mythology of democracy that everyone wants to desperately believe in.

But for some reason, whether democracy or dictatorship, people are never really permitted the simple answer: No, we do not want these projects here. No we do not want a form of development that is our submission to factories, migration, and mechanized labor. Rights create constructs of illusion that will always mediate the power of people through states and as I am watching now, FPIC is in a way similar to a ceasefire that allows the deception and fragmentation of people in resistance, while the state, companies and unions can re-strategize and regroup their forces.

Likewise, as I have argued in another paper about UN-REDD+, FPIC is equivalent to an indigenous Miranda Rights (“The Expanding Techniques of Progress: Agricultural Biotechnology and UN-REDD+,”Crossmark, 2014). Miranda rights in the United States are your rights once you have been arrested—“you have the right to remain silent, seek legal counsel,” and so on. In the case with the FPIC in the Istmo, it tells people that you have the right to be consulted by experts, to voice your grievances, and fight for jobs, but while we talk 18 parks are being constructed, with more planned on top of Ejidos and communal land [Silvia Chavela Rivas, “Eólicas: ocaso o resplandor?” 2015 [PDF, Spanish]).

In short, people are being arrested to the imperatives of economic growth and industrial expansion that will destroy life, make alternatives more difficult and create the collective fate of shuffling papers, pimping plastic and flipping burgers—a fate that is already a reality for many, many who often do not care about wind turbines and whose desires and projectuality tend to mimic what is televised in soap operas and music videos.

FPIC is a way to implicate people and hang them with their own participation and rights, when really people have their best interest in rejecting all mediation by state and corporate structures and coming together to create alternative projects, perspectives and even ‘jobs’—since this is a selling point for wind turbines in the region—to improve their lives, but in the end, the hierarches supported by the state and the powers that they bear will not let them without a brutal fight.

War is complex and the green economy is advancing land acquisition and displacement, claiming to fight environmental degradation, while simultaneously advancing it. It is nothing short than crazy, and it is a type of psychosis built in the fantasies of the American or development dream that either are not true for many, hollow for those who achieve it, or maybe it is the answer to everything. Either way, regardless of the different trajectories everyone will still be working to propel the modern industrial system. Probably in an office or some type of building, losing your vision and breath to a computer, trapped in a toxic environments, when really humans should probably be working for healthy, happier and freer lives and we must acknowledge that freedom is disingenuous when it is capturing and killing the people around you, both human and non-human alike.

Greenwashing Capitalism: Conservation’s Cosy Relationship with Corporations

Since the year 2000, there have been many partnerships between conservation organisations and the industrial corporations responsible for destroying nature. Mining companies are particularly popular.

A new paper by William M. Adams published in the Journal of Polical Ecology explores the “surprising closeness and apparent warmth of the relations between biodiversity conservation organisations and corporations”.

The paper is titled, “Sleeping with the enemy? Biodiversity conservation, corporations and the green economy”, and can be downloaded here.

Adams traces the partnerships between conservation organisations and the mining industry to a series of initiatives starting in the 1990s:

1997: Conservation International published Reinventing the well, a report on “minimizing the environmental and social impacts of oil development in the tropics”.

1998: a Global Mining Initiative, “to provide sustainable leadership for the mining and minerals industry in the areas of our economic, social and environmental performance”.

1999: The World Business Council for Sustainable Development began a Mining, Minerals and Sustainable Development project.

1999: Rio Tinto started working with Conservation International.

2000: Conservation International published a report on large-scale mining, titled, Lightening the lode.

2001: The International Council on Mining and Metals was formed, “to act as a catalyst for performance improvement in the mining, minerals and metals industry”.

2000–2002:The Mining Minerals and Sustainable Development Project, a research collaboration between the WBCSD and IIED.

Adams argues that,

[C]onservationists are turning a blind eye to their own past and to the working of neoliberal capitalism, showing a remarkable willingness to entertain future risks to biodiversity from the outworking of neoliberalism.

Conservation has been transformed by neoliberalism. Instead of looking at how capitalism uses (and destroys) nature, neoliberal conservation presents capitalism as the way of achieving environmental sustainability.

In their 2012 paper, Bram Büscher, Sian Sullivan, Katja Neves, Jim Igoe and Dan Brockington write that,

[N]eoliberal conservation shifts the focus from how nature is used in and through the expansion of capitalism, to how nature is conserved in and through the expansion of capitalism.

Benefits and consequences

Adams highlights the benefits and the consequences of partnerships between conservation organisations and corporations. There are three benefits:

  1. Power: Conservationists see corporations as having the power to make decisions to either conserve or destroy biodiversity. “Conservationists therefore engage because they want influence.”
  2. Funding: Corporations are key financiers of conservation, from sponsorship of NGO activities, to support for partnership activities, to philanthropic support from individuals in corporations, to linked for-profit enterprises, such as conservation-endorsed commodity chains.
  3. Careers: Corporate executives on NGO Boards allows for career mentoring, and access to networks of corporate contacts. “Corporate support also offers opportunities for career development: all NGOs depend on cash income to develop their programmes, and working in a way that aligns your programme with the interests and activities of corporations is a good way to keep your job and grow your program.”

An obvious problem with conservationists partnering with corporations is what Adams calls the “fundamental nature of capitalism”.

Capitalism is parasitic on nature, in that it “continuously gnaws away at the resources base that sustains it”, as Geographer David Pepper puts it in his 1993 book, Eco-Socialism: From deep ecology to social justice.

Corporations need to make only slight changes to their corporate strategies. But for the conservation organisations working with corporations, the ideological and organisational changes are significant. Biting the hand that feeds, by criticising corporate partners, is out of the question.

And conservation organisations that work closely with corporations start to look more like corporations themselves. Mark Tercek, the President and CEO of , previously worked at Goldman Sachs, rising to Managing Director and Partner.

Adams points out that corporate partnerships “do not in any obvious way ‘work’ for conservation, in terms of systematically addressing the fundamental drivers of biodiversity loss”.

Adams writes that the partnership between conservation organisations and corporations is a Faustian bargain, “a deal with the devil to acquire power in exchange for the soul”. Adams adds,

If conservation is Faust, the power it wins by its bargain with capitalism is inevitably trivial and transient: ultimately, in the face of capitalism’s destruction of nature, conservation will lose.

And he concludes that,

The reframing of nature as natural capital and the reinvention of conservation as the management of capital flows through market-based instruments, might make a close engagement between neoliberal conservation and corporations look unproblematic. Such a relationship offers the lure of financial resources and power. But conservationists considering getting into bed with corporations should remember the tale of Faust’s bargain. The story takes many forms, but in none of them does the pact turn out well.

The Resolution Copper Land Grab: How Environmental NGOs Expand Green Capitalism

People were outraged at the way the Resolution Copper Mining (RCM) finally achieved their land exchange in Arizona. It was the underhanded way Senator John McCain got the legislation passed that fueled the anger, but what many are not aware of is that the swap may not have been possible without the efforts of certain environmental groups. Conservation efforts functioned as currency for Resolution’s access to land, so the land grab could also be called a green grab. Green grabs are taking place in Arizona and beyond, especially around water. The Resolution Copper land exchange provides us with a way to understand the utility of the partnerships corporations forge to gain access to coveted resources.

The land swap is not yet a done deal. An appraisal to determine the equivalence of the parcels to be exchanged is due to be completed this year, according to the Arizona Daily Sun.

“It’s a big ripoff,” Sandy Bahr, director of the Grand Canyon Chapter of the Sierra Club said in an interview last year. “The American public is getting chump change in return for this ecological treasure. The lands that are offered aren’t comparable.”

McCain’s website tells a different story:

Under the bill, the Resolution Copper company would give the U.S. Forest Service and the Bureau of Land Management about 5,500 acres of land identified by the Department of the Interior as ‘important’ for conservation, including property near the San Pedro River, an important migratory bird corridor and wetland habitat for endangered species. In exchange for these lands, Resolution Copper would receive about 2,400 acres of Forest Service land for the exploration and development of our nation’s top copper asset.

While the Sierra Club does not back up the claims about how important the lands are for conservation, a few other organizations did. Arguably, the land exchange may not have been possible without the help of some of these big, more corporate-friendly environmental organizations like The Nature Conservancy and Audubon Arizona, who were involved in affirming, and even contributing to the value of the land to be exchanged for Resolution’s intended mine site. This is something Rio Tinto (majority owner of RCM) had learned from in partnering with non-governmental organizations (NGOs) in Utah and Madagascar to arrange access to land a few years before. Multinational mining companies, Rio Tinto in particular, in partnership with NGOs, have been networking to improve the reputation and legitimacy of global mining activities since the ‘90s.

It’s clear that the quantity of land is disproportionate in the exchange. The acreage offered up to the feds for the trade (see map) is more than double Resolution’s desired area. However, McCain needed to sneak the exchange through in the National Defense Authorization Act to get it passed because the status and importance of the Chi’chil Bildagoteel/Oak Flat area resulted in nearly a decade of failed attempts to get the land exchange accepted prior to December 2014. Clearly, the conservation claims never swayed those with strong opposition to the mine, but they do count for something.

The appraiser is required to use nationally recognized standards to come up with the value of the parcels. But not only does Resolution actually have a voice in who gets the job to appraise the properties, the Uniform Appraisal Standards for Federal Land Acquisitions’ directive is that the appraiser determine only a market value (defined within the document) for the land. This does not seem to take into consideration the cultural, spiritual, historical, and environmental values such as those attributed by opponents of the mining in the Oak Flat/Apache Leap area.

Monetarily, while Rio Tinto spent “more than $18 million buying up” the parcels to exchange, the land to which Resolution Copper gained access could be worth around 7,000 times more – over $130 billion based on copper prices as of early 2015, as a former Florida Representative pointed out in The Nation. Copper prices had fallen, but the current price is back up to near where it was then. There are many other factors to enter into the equation, however. One is that Resolution Copper has directed hundreds of thousands of dollars towards the conservation activities that may have increased the value, even if not the market value, of the exchange lands.

While the promise of jobs seems to play a bigger role in Resolution Copper’s narrative, the exchange may have been unacceptable without the purportedly valuable conservation land tracts. And now that the legislation passed, whether it is truly an equitable exchange or not is irrelevant in some ways because if the appraisal sees those lands as insufficiently valuable, RCM will just have to add more land or cash to the deal.

Yet, the conservation values of the parcels offered up by RCM were necessary, and thusly emphasized, for public and federal acceptance. In addition to meeting the equal value requirement, land exchanges are required to serve the public interest, which includes “protection of fish and wildlife habitats, cultural resources, watersheds, and wilderness and aesthetic values,” and the Forest Service gets the final say.

Some of these NGOs have consulted with Rio Tinto to contribute to an accounting method to rate the quality of land, using something they call “quality hectares” as a metric based on various values such as biodiversity to frame as offsets the land parcels they intended to “donate“.

Although the factors, which some refer to as “ecosystem services,” used for this type of valuation, are currently considered nonmarket values not likely to be used in the appraisal, they clearly were important to RCM in determining the value of their land parcels. “Ecosystem services” is an increasingly popular economic construct used to refer to the benefits ecosystems provide to humans.

It doesn’t seem coincidental that law firm Perkins Coie, who has worked for Resolution Copper, wrote a paper in which they made the following argument:

Over the longer term—and to the extent that appropriate methodology is developed and adopted—the BLM could also use the requirement that it obtain fair market value for use of public lands to ensure consideration of ecosystem services in determining land values and rentals.

Both the Forest Service and the BLM (Bureau of Land Management) have attributed legitimacy to recognizing ecosystem services within policy. Multinational mining companies (especially Rio Tinto) and the involved NGOs have been major players on a global scale in market valuation of ecosystem services as well as ways to profit from them.

Valuation of ecosystem services, even if incorporated into the appraisal process, would likely benefit RCM. Even while “cultural,” and more rarely, “spiritual” ecosystem services can be incorporated into the value of land tracts, the fact that the Oak Flat area is not part of a reservation and is not officially recognized as sacred or culturally important works against those who have a connection with the land such as the San Carlos Apache and others.

RCM and certain NGOs’ preferred approach to environmental problems is through market-based “solutions”, which result in transferring resources into private hands. While this is a land grab, the conservation aspect is significant. RCM will gain ownership of the Oak Flat area (unless stopped) by using as currency the parcels obtained and cultivated as conservation projects. The land swap could therefore be considered a green grab. The book (and article) entitled Green Grabbing defines the process as “the appropriation of land and resources for environmental ends” where “‘Appropriation’ implies the transfer of ownership, use rights and control over resources that were once publicly or privately owned – or not even the subject of ownership – from the poor (or everyone including the poor) into the hands of the powerful.”

Why does all this matter? Aside from having more understanding about why this land exchange is not justified, we can learn from how some NGOs partner with private interests to engage in more green grabbing. The Nature Conservancy facilitates the sale of water offsets to companies such as Coca Cola, for example, based on conservation projects in Arizona. They are also supporting the efforts of big housing developments to legitimize construction where aquifers and the rivers like the San Pedro are at risk. Since Rio Tinto has been so central to the development of payments for ecosystem services programs such as offsets, the early stages of this Resolution Copper land exchange effort may have been the foray of the concept of ecosystem services into Arizona.

San Pedro River and Conflicts of Interest

Although the land exchange involved properties in various areas of Arizona, the one in the San Pedro River basin, the 7B Ranch, is the most relevant here, partly because early legislative support for the exchange related to this river. It is also the largest parcel offered by RCM.

Water conservation at the San Pedro River was made central to the land exchange idea when Rick Renzi, US Congressman from Arizona at the time, drew Resolution Copper into a scandal. Renzi was convicted in 2013 of conspiring with the owner of a piece of land in the San Pedro River basin, “to extort and bribe individuals seeking a federal land exchange…” A combination of his connections with Fort Huachuca, an army installation  near the San Pedro, and his desire to have Resolution Copper purchase his friend’s property in the area caused Renzi to assert in 2005, according to Wall Street Journal, that his support of the land exchange

…would hinge in part on whether it helped fulfill a goal to cut water consumption along the San Pedro River… participants in the deal say. Fort Huachuca, a big U.S. Army base nearby, was under court order to cut water consumption, and it had been seeking help to retire farmland near the river. Mr. Renzi has longstanding ties to the base, the economic engine of the area… Resolution proposed buying and handing over to the government thousands of acres of bird and wildlife habitat along the banks of the San Pedro, which would further the water-conservation goal.

Due to the high price, Resolution Copper did not buy this property, but the land was sold to someone else. A different parcel in the San Pedro River basin became part of the exchange, a choice likely influenced by the water conservation needs of Ft. Huachuca, as emphasized by Renzi.

Renzi’s father was a retired army general who had served at Ft. Huachuca and his company (one of the congressman’s top campaign donors) has had major contracts with Ft. Huachuca. In 2003, Renzi had proposed “an amendment to the defense authorization bill, [that] would exempt Ft. Huachuca from responsibility for maintaining water levels in the San Pedro River as called for in an agreement made last year with the U.S. Fish and Wildlife Service.” Backed by McCain, it passed in November that year, despite media pointing to the conflict of interest.

Dropping groundwater levels have directly impacted the San Pedro base flow. Ft. Huachuca has faced multiple lawsuits for their impact on the riparian environment due to their groundwater pumping.

McCain has shown that he has invested as well in the fate of Ft. Huachuca in relation to the river. His relationship with Renzi likely had a lot to do with it, but he’s continued his support of the fort in recent years. The state of the San Pedro River makes at least an image of water conservation important to the land exchange even with Renzi’s interests out of the picture.

Various partnerships have developed to address, or more likely greenwash the fort’s impact on the environment. The Department of Defense and Ft. Huachuca had already been working with The Nature Conservancy since at least 1998. Significantly, one of the more recent projects is the Upper San Pedro Partnership (USPP) also involving Audubon Arizona. This came out Renzi’s legislative amendment in 2003 which shifted responsibility for water use away from the fort and onto this broader coalition of the USPP.

Shaping the land swap was a combination of these NGOs’ relationships with Ft. Huachuca specifically around the San Pedro River Basin, and Rio Tinto’s relationships with these NGOs through Rio Tinto’s Kennecott Copper mine in Utah where they partnered with NGOs like The Nature Conservancy and the Audubon Society in the late ‘90s on a wetland offset program required due to the pollution of mining tailings.

Partnerships and Payments

Of course it makes sense that environmental groups be consulted about ecologically important issues. There’s a difference, however, between consultation and granting green credentials to mining companies for dubious conservation efforts when they’ll do more damage in the long run. Taken into consideration, additionally, should be the NGOs’ actions and the financial relationship between NGOs and corporations.

One role NGOs play is in acquiescing to the claim that there is no alternative to a particular mine or other development. Then somehow their pragmatism produces “win-win solutions” to supposedly mitigate mines’ damage (this is giving them the undeserved benefit of the doubt about their own financial interests in partnering with corporations). The Nature Conservancy (TNC) and Arizona Audubon, even while denying that they took a position on the land exchange, played integral roles in confirming and even generating some of the value of the various parcels RCM obtained and worked to glorify.

An International Council on Mining and Metals (ICMM) report described one way NGOs supported RCM (see chart above):

In consultation with conservation specialists, especially the Arizona Audubon Society, RCM rated the conservation value of the parcels in terms of ecosystem condition and priority for conservation in Arizona. In doing so, RCM was able to take a semi-quantitative approach using Rio Tinto’s quality hectares method, to determine whether the parcels represented equivalent or better conservation benefits than the government land.

According to Rio Tinto,

Quality Hectares are Rio Tinto’s current metric for tracking progress towards the [Net Positive Impact (NPI)] target at the global and site levels. A wide range of biodiversity values, including threatened species, rare habitats or non-timber forest products, may be expressed in terms of their quantity and quality.

It could be argued that RCM bought access to the copper ore in Oak Flat by funding NGOs’ conservation attribution of value to the land that RCM had accumulated. NGOs acted as consultants in choosing land parcels and quantifying their value, managed some of those parcels, wrote letters confirming their value, and thereby contributed to legitimizing the exchange.

Rio Tinto/Resolution Copper started funding Arizona Audubon Society in 2003. The mining subsidiary began lobbying for a land exchange in 2005 and in the same year contracted with TNC to manage the land parcel owned by BHP Billiton called the 7B Ranch.

The 7B Ranch was the piece of land in the San Pedro River basin that ultimately became part of the land exchange. Copper companies in Arizona have purchased land not only for mining, but BHP Billiton already owned some land near the San Pedro River prior to the idea for the land exchange, likely for the water rights.

The Superior Sun reported,

Resolution purchased 7B from BHP in 2007 with the intention of including it in an eventual land exchange… David Salisbury, Resolution Copper CEO, said that the company spoke to organizations such as Arizona Audubon and The Nature Conservancy to determine conservation targets that a number of agencies might be interested in…

Although Audubon hasn’t taken a position on the proposed land exchange, they have been on record since 2005 saying that 7B is an ecologically important piece of property…

With the plan in place, Resolution and its conservation partners hope to make 7B a ready-to-use asset for the [Department of the Interior] and the public.

The Tucson Sentinel reported in 2011, “7B Ranch, which contains one of oldest mesquite forests in Arizona, lies near the fragile San Pedro River. In 2007, Resolution Copper agreed to pay The Nature Conservancy $45,000 a year to manage the property.” They also noted the, “$250,000 in grants and donations that Resolution Copper and Rio Tinto have given to the Audubon Arizona since 2003.” Their coverage stated that the Sonoran Institute (SI) was also involved in identifying parcels that would be of value in the exchange.

RCM also supported SI for at least two years (2007 and 2008) and hired SI’s Dave Richins after, as The New Times revealed, he’d been doing work for RCM for a while prior to official employment. Luther Propst of SI authored an opinion column in the Arizona Republic in 2010 in favor of the Resolution Copper mine.

News outlets such as the Tucson Citizen reported in 2005 that, “the Audubon Society, the Nature Conservancy and the Sonoran Institute have all sent [Bruno Hegner, Resolution’s general manager] letters of support.” The Tucson Sentinel wrote that “Leaders of Audubon Arizona and The Nature Conservancy have said they neither support nor oppose the overall plan. But each group has formally attested to the conservation value of the Appleton-Whittell and 7B Ranch parcels, something that Resolution Copper has noted prominently in letters and testimony to Congress.” In 2011, 2012 and 2013, the Arizona chapter of TNC sent letters to legislators reiterating their neutrality on the legislation, but elaborating on the value of the 7B Ranch property. Audubon Arizona had been managing the Appleton-Whittell ranch since the 1980’s. Notably, other Arizona-based Audubon groups (Maricopa and Tucson) have been openly opposed to the mine.

Resolution Copper partnered with Audubon Arizona, TNC, Birdlife International, along with the Salt River Project and others on the Lower San Pedro and Queen Creek Project, described by Birdlife International:

A two-year programme (2006–2007) undertook the development of a bird conservation strategy… It assisted in the provision of detailed biodiversity assessments of the land exchange parcel on the Lower San Pedro River for Resolution Copper Company and with the establishment of baseline data for the mine’s operational biodiversity action planning.

Thanks to the project, the Lower San Pedro River, from “The Narrows” north to the confluence with the Gila River, has been surveyed, nominated and recognised as a state [Important Bird Area (IBA)]. During 2006–2007, existing and newly collected data were compiled and submitted to the Arizona IBA Science Committee, in support of the IBA nomination of the Lower San Pedro River, and the nomination was accepted.

Birdlife International, which Rio Tinto has been working with since 2001 is described as “a global alliance of conservation organisations working together for the world’s birds and people.” One of Birdlife’s main partners is the Audubon Society, a group with which they’ve had overlapping board members.

It is not so difficult to imagine that an “environmental” group, such as Birdlife or TNC would accommodate a mining project considering TNC participated in drilling oil on a property they were supposed to have retired from oil production. Kierán Suckling of the Center for Biological Diversity said that TNC “has shown over and over again its willingness to take corporate money in return for stealing, destroying, or polluting indigenous and poor human communities.” TNC has partnered with many of the most notorious corporations like Exxon, BP, Dow Chemical, and Monsanto along with Rio Tinto and BHP Billiton. Birdlife had also partnered with BP, which may have been a factor in Rio Tinto partnering with the NGO in 2001.

From Greenwashing to Green Markets

Mines have pock-marked the earth, poisoned the land, water, and living beings, displaced communities, and left other destruction in their wake. One of the most notorious mining conflicts forced Rio Tinto to shut down their mine on Bougainville Island of Papua New Guinea in 1989 due to an uprising largely in response to the environmental damage caused by the mine. A lawsuit was filed against Rio Tinto over “racial discrimination and environmental harm, as well as genocide, war crimes and crimes against humanity,” arising from the mine and the military response as part of the decade-long civil war instigated by the company. Throughout the 1990’s major tailings containments collapsed each year around the world. Rio Tinto and BHP Billiton have both faced various strikes over working conditions. It’s no wonder they had to fix their reputation in order to do business.

While the Bougainville civil war was still raging, a study that Rio Tinto conducted in 1996 showed that the mining companies could benefit from addressing concern for biodiversity as part of their medium-to long-term business strategy. This may have played a part in the Rio Tinto chairman’s launch of the Global Mining Initiative (GMI) with nine of the largest global mining corporations in 1999. “The drivers for GMI were clear recognition that mining companies had problems of access to land, and access to markets, and cost of capital. The fundamental underlying reason was the reputation of the industry,” said Dr. John Groom, of mining company Anglo American.

Sarah Benabou writes that in 2000,

the GMI started a process of consultation and research known as the Mining, Minerals and Sustainable Development (MMSD) project to determine the fundamental orientations that would shape the future of the industry. This project led to the creation of the [The International Council on Mining and Metals (ICMM)] in 2002. A few months later, at the Johannesburg World Summit on Sustainable Development, the ICMM and the [International Union for the Conservation of Nature (IUCN)] started a joint dialogue on mining and biodiversity ‘to provide a platform for communities, corporations, NGOs and governments to engage in a dialogue to seek the best balance between the protection of important ecosystems and the social and economic importance of mining’ (IUCN 2003: 1).

Benabou’s Making up for lost nature? A critical review of the international development of voluntary biodiversity offsets also describes how mining companies and NGOs at an IUCN/ICMM jointly-organized workshop in 2003 could draw upon each others’ experiences regarding ways to apply a biodiversity offset approach even if it couldn’t be “transposed term-for-term” in other situations. IUCN is one of the oldest and biggest environmental NGOs.

The relationship with Birdlife, initiated by Rio Tinto in 2001 was an early venture into partnerships with such NGOs. According to Rio Tinto, “the partnership has enabled both organisations to deliver outcomes that neither could have achieved as effectively when working alone.”

It would be a mistake to frame this simply as examples of greenwashing in attempt to solve mining companies’ public relations problems and access to land. In the context of the earth’s welfare and diminishing finite resources, the extractive industry and their partners have developed market-based tools like offsets to create new financial strategies. “In this zeitgeist of crisis capitalism, the environmental crisis itself has become a major new frontier of value creation and capitalist accumulation,” writes Sian Sullivan, Professor of Environment and Culture in the UK. The commodification and financialization of so-called natural capital and ecosystem services are central to this process.

19-ecoservices_balancedThe concept of ecosystem services originates with some in the field of Ecological Economics who argued that if destructive practices are unavoidable, then corporations should pay for the damage they have done (or will do) to that which we take for granted but can’t live without: the environment. Yet, if companies compensate for their externalities, a whole host of other problems arise with pricing, quantifying, simplifying and appropriating natural resources.

The introduction to Nature, Inc. spells it out: “Capitalism now endeavors to accumulate not merely in spite of but rather precisely through the negation of its own negative impacts on both physical environments and the people who inhabit them, proposing itself as the solution to the very problems it creates.” Similarly, co-editor of Nature, Inc., Bram Büscher posited elsewhere, “To believe that nature can be conserved by increasing the intensity, reach and depth of capital circulation is arguably one of the biggest contradictions of our times.”

IUCN, along with the United Nations Environment Programme (UNEP), was involved in the early 1990’s in advancing the concept of ecosystem services, aka environmental services, beginning with their Global Biodiversity Strategy. This was a predecessor to the Millennium Ecosystem Assessment (MA) completed in 2005, to which IUCN and UNEP also contributed. MA has been considered a game-changer in the way it endeavored to apply a monetary value to ecosystem services; the wide variety of beneficial (to humans) functions deriving from ecosystems, like carbon sequestration and water purification.

One of the biggest payments for ecosystem services (PES) program currently is REDD or Reducing Emissions from Deforestation and Degradation (the latest version is called REDD+) which Tom B. K. Goldtooth of the Indigenous Environmental Network said could lead to “the biggest land grab of all time.” REDD is a project of IUCN, supported by Rio Tinto (including in its early development). Rio Tinto claims that REDD+ allows them to offset their carbon footprint. The Nature Conservancy, and Birdlife International are proponents of REDD+.

REDD and the carbon trade in general have meant further financialization of nature, involving hedge funds, derivatives, and “a new generation of ‘commercial conservation asset managers’ required to broker these exchanges and revenues,” according to Sian Sullivan. “Conservation investing experienced dramatic growth after 2013, as total committed private capital climbed 62% in just two years from $5.1B to $8.2B,” reported Ecosystem Marketplace recently.

NGOs and negotiations have enabled and structured “new green market opportunities and practices as they orchestrate the social and political relations among various state and non-state actors through which the mechanisms, incentives and legitimating conditions for green grabs are established,” as is argued in Enclosing the global commons: the convention on biological diversity and green grabbing.

Experts from the big NGOs are called upon to design, implement, and/or verify such mechanisms as offsets. While carbon offsets are the most notoriously dubious, mining companies are involved in a variety of other offsets, both voluntary and regulatory.

Buying, Banking, Trading Offsets

In Utah, a land tract Kennecott wanted for storage of their tailings (materials left over from processing of mined substance) was designated as wetlands, which are regulated. So according to a case report put out by The Economics of Ecosystems and Biodiversity (TEEB),

Kennecott was thus required by U.S. law to offset, or mitigate, the loss of wetlands by the creation of an agreed number and value of habitat units… In 1996, Kennecott Utah Copper Company undertook the cleanup and construction of the 1,011 ha Inland Sea Shorebird Reserve (ISSR) in conjunction with a project to expand its tailings storage.

In addition to the required wetlands offset, Rio Tinto established a “bank” of restored surplus habitat land which, as TEEB explained, referencing an unpublished study, “could be used to offset future impacts on wetlands (584 ha) adjacent to the mitigation site… Credits from the bank can be used by Kennecott or sold to others for wetlands mitigation in accordance with the terms of the Bank Agreement with the US government.” Banking converts wetland habitat properties into assets. Rio Tinto wrote in 2011 that they have, “successfully developed and then sold wetland credits” as part of the ISSR.

Essentially, companies can profit from ostensibly going above and beyond their responsibilities (or having a “net positive impact”) for mitigating the damage they cause through mining. In many cases, profit-driven wetlands banking has been shown to result in a net loss, however.

TNC and National Audubon Society were involved in developing this wetland mitigation plan. The ISSR also became an IBA in 2004 and is part of BirdLife International’s IBA Program.

BirdLife International also endorsed Rio Tinto’s activities across the world in Madagascar. Rio Tinto owns 80% of the QMM (QIT Madagascar Minerals) ilmenite (titanium dioxide) mine in Southeastern Madagascar which started mining in 2005. The mining activities “will remove more than half of a particular type of unique coastal forest.” BirdLife described the benefits of a project implemented by a BirdLife affiliate and supported by Rio Tinto:

The direct payments [for conservation] project aims to strengthen the conservation of Tsitongambarika’s unique and threatened biodiversity, enhance water security for QMM’s mining operations… and maintain ecosystem services essential for regional development.

Rio Tinto is partnered with this affiliate in a biodiversity offset program. Note that other than biodiversity, the benefits of the project are for the mine and/or “regional development” but are subsumed into conservation as well. The biodiversity offsets involve “the financing of, or provision of land for, biodiversity conservation outside of mining zones,” explains PhD candidate in Anthropology, Caroline Seagle. The idea is that aspects of biodiversity are exchangeable (or fungible) with others, so damage to this particular type of forest can be made up for elsewhere.

For aspects of ecosystems to be treated as fungible commodities, their uniqueness and complexity needs to be erased for the sake of market exchange. This “offset ideology” is “premised upon the monetization of nature and market rationality,” writes Seagle, in “Inverting the impacts: Mining, conservation and sustainability claims near the Rio Tinto/QMM ilmenite mine in Southeast Madagascar” (for a similar more accessible version, see “The mining-conservation nexus“).

“Through the paradigm of conservation finance and payments for environmental services (PES), the ‘offset ideology’ is less mitigatory and more compensatory – making up for local damage through land allocation or financial support of nature conservation,” criticizes Seagle.

Similar to Rio Tinto’s wetland banking, these mechanisms are not only intended to compensate for damage, but to create revenue. IUCN wrote in 2011 of Rio Tinto’s further steps in Madagascar to gain from conservation:

Rio Tinto is using established relationships with its biodiversity partners and specifically its relationship with IUCN to explore how ecosystem services can be accurately valued and the implications for corporate risks and opportunities.

For companies like Rio Tinto, robust methods of valuing ecosystem services and the development of well functioning markets for ecosystem services could provide an opportunity to use large non-operational land holdings to create new income streams for Rio Tinto and for local stakeholders and communities, through the sale of ecosystem service credits.

Biodiversity offsets became a primary tool to make headway into areas they wanted to mine. An IUCN document reiterated,

[For some] Multinational companies, whose operations have an impact on biodiversity and for whom license to operate – both formal concessions from governments and social license from communities – are key to business success. Their view of biodiversity offsets is that best practice on biodiversity – possibly including offsets, whether mandatory or voluntary – is important to access land, maintain reputation… and the avoidance of interference and disruption from NGOs and local communities.

The wetlands offsets in Utah and the biodiversity offsets in Madagascar are just two experiences the mining companies could learn from leading up to the Arizona land exchange. While Rio Tinto was mandated to buy wetlands offsets for their Kennecott Utah mine, in the Arizona case, RCM had to do a land exchange to access the Forest Service land, and there seem to be no other mandatory mitigatory steps required of RCM. But they did use ecosystem services to attribute value to the conservation lands, which seemed to have some utility for them.

The land exchange was framed in terms of offsets because it of its purported mitigatory function. In his testimony before the U.S. Senate Sub-Committee on Forests and Public Lands, the President of Resolution stated in 2009, “we believe the exceptional quality and quantity of the non-federal lands that will be conveyed into Federal ownership more than off-set any expected surface impacts to the lands acquired by Resolution Copper” (my emphasis).

The ICMM featured the Arizona land exchange in a 2010 Mining and Biodiversity case studies report, framing it as an offset as well:

Given Rio Tinto’s commitment to a net positive impact to biodiversity, the land exchange presents a unique opportunity to exceed the requirements of trading land of equivalent economic value by ensuring that the land parcels offered in the trade are also of equivalent or greater value for the conservation of biodiversity and provision of environmental services – a biodiversity offset (my emphasis).

The chart from this report (see above) shows the various parcels in Arizona Rio Tinto offered up as “offsets,” along with the their quality valuation, based on consultation with Audubon Arizona and other NGOs.

Again, the biodiversity and environmental services would likely not be accounted for in the official appraisal. However, Resolution’s claim of these voluntary offsets may have contributed to an attempt to prove that the swap is in the public interest.

Conservation Value

“The American public is getting ripped off,” Silver said. “The only land that is of value is the research center’s because it hasn’t been overgrazed, but it’s of no value to the general public because it wouldn’t be open to them, unlike Oak Flat that offers recreational opportunities to the public and is of cultural value to Native Americans,” Silver said.

Many, like Robin Silver, co-founder of the Center of Biological Diversity, as quoted by the Arizona Daily Sun disagree with TNC and Audubon Arizona’s opinions of the exchange parcels. Several environmental groups opposed to the mine detailed the damage the RCM would cause, as well as the poor quality of the exchange sites in their Scoping Comments for the Resolution Copper Mine DEIS.

“The San Pedro is not free-flowing at the 7B Ranch,” Witzeman wrote.

Bob Witzeman, an environmentalist who spent several of his final years fighting against the Resolution Copper mine, commented that the 7B Ranch owned by BHP Billiton was likely purchased for its water rights and “is under no duress for need of protection… There is no danger of mining here, or developing homes here, because it is in a flood plain.”

In earning credit for offsets, protecting a site only counts for something if the site is under threat. This is called additionality. Some states and institutions require additionality as part of offset programs. The “counterfactual,” or what otherwise would have happened without a conservation project such as an offset program, is often difficult to ascertain. As far as the land exchange in Arizona goes, not only do many of the parcels seem of poor quality, especially compared to Oak Flat, it’s likely that there was no imminent threat to the largest parcel, 7B Ranch, nor the Appleton-Whittell parcel which was converted into a research facility in 1968.

This is not to say that conservation efforts are for naught (though there’s evidence that many of the projects, especially when profit-driven are not even effective), or that there is any legal weight to this point, but this needs to be considered. For example, regarding the 7B Ranch, Witzeman wrote, “BHP does own another riverside parcel with riparian habitat. BHP does plan to develop homes in that area, some 35,000 units. As of this time, they have made no commitment to protect this riparian habitat.” The land was still being preserved in 2013 (I was unable to find anything more recent) but the reason given that the real estate development plan didn’t come to fruition was the economic downturn in 2007.

This brings up another problem with offset programs called leakage. “Leakage occurs when environmentally destructive activities… are shifted from the places targeted for conservation to other sites,” explains Kathleen McAfee in Green economy and carbon markets for conservation and development: A critical view. Just one relevant example of leakage is when TNC purchased 500 acres along the San Pedro to retire it from agricultural irrigation only to have the seller begin irrigating a nearby 500 acre plot soon after.

Resolution’s protection of the 7B Ranch at the expense of nearby land can be shown in the case when the Sunzia transmission line project was in the planning stages, and two of the potential routes could have impacted the conservation value of the 7B Ranch. Resolution Copper sent a letter opposing those routes. The Final Environmental Impact Statement shows a somewhat different but nearby route as the BLM preferred alternative. RCM did not comment on other routes that would also affect the region. This not only shows that conservation is only important when it benefits the company, but it also points to another issue that comes up when profit factors into conservation. Scarcity, caused by development, increases the value of conservation products (such as offsets), thereby incentivizing conservation, but also more development.

Sian Sullivan argues that conservation banking is development-dependent. “Indeed, development that produces transformation of habitats is required for conservation credits to attain the prices that will encourage establishment of conservation banks and bankers, thereby generating trade in conservation credits as a funding strategy for conservation management.”

Seagle pointed out that as part of a strategy of sustainability in Madagascar – though applicable in other cases – Rio Tinto is paradoxically creating scarcity of biodiversity while claiming to save it.

Here and Now

The Nature Conservancy’s legitimization of development is not isolated to Resolution Copper, even in Arizona. Water is particularly vulnerable to green grabbing, as water is integral to ecosystem services as well as a necessary resource for industry. Aside from the partnerships with Ft. Huachuca noted above, TNC is also working with Castle & Cooke’s housing development called Tribute in Sierra Vista, as well as El Dorado Holdings’ Vigneto Villages housing development in Bensen, the latter involving a “mitigation parcel” as an offset. Both could be serious threats to the San Pedro and nearby aquifers, and require proof of assured water supplies.

A major threat to aquifers and other surface water in Arizona relates to what’s happening with the Central Arizona Project (CAP) water Arizona has come to depend on (though destructive). Arizona is taking voluntary Colorado River water reductions to delay an official shortage declaration triggered by Lake Mead’s water level. Water officials have been meeting with various leaders in different sectors to arrange voluntary cuts, with a plan to compensate water users (this may involve more market-based “solutions”) for 400,000 AF per year. Resolution Copper has secured a portion of Arizona’s stored water in the form of storage credits, which brings up more issues regarding recovery. RCM expects to also be able to access large quantities of CAP water, but this allocation is in a low priority category, and therefore is subject to cuts. Farmers, tribes, and others are subject to having to forego their share of CAP water, essentially to secure water for the mine (and other mining operations and water bottling, etc). As CAP reductions go into effect, stress on other sources of surface and ground water will increase.

What may be most troubling to readers is that an NGO has been selling water offsets based on watershed restoration projects, to companies like Coca Cola and Intel Corp. While they continue to use massive amounts of water, companies’ “water footprints” are allegedly reduced by voluntarily buying Water Restoration Certificates (WRC) from Bonneville Environmental Foundation (BEF). WRCs supposedly help restore a watershed in partnership with local landowners and big environmental groups like TNC. BEF also sells carbon offsets.

One such project involving TNC and BEF (supported by Walmart heirs’ Walton Family Foundation) is the relatively new Verde River Exchange Water Offset Program. Reading media coverage on this project, you wouldn’t gather that this is part of TNC’s efforts in developing water markets across the globe. Their 2016 report called Water Share: Using water markets and impact investment to drive sustainability says a lot more, revealing that their hypothetical model involves reallocating (selling or leasing) the majority of the “conserved” water from farming (that would otherwise contribute to the aquifer or river but is considered “lost”) to another sector in order to raise revenue to compensate farmers and to profit investors. These small-scale pilot projects may have much bigger implications in the future.

A few recently published papers (funded by the Walton Family Foundation) apply monetary value to and promote payments for ecosystem services of the Colorado River Basin, and suggest unbundling water rights to create a water market in the Western US. Water-marketing may be central to addressing the main obstacle to finalizing a Lower Colorado River basin Drought Contingency Plan – California’s Salton Sea. Arizona aims to resolve remaining tribal water rights claims on the state’s terms and facilitate water marketing. A major US/Mexico water agreement makes water marketing central to multiple aspects of the current and future versions. The Bureau of Reclamation has become involved in water marketing, and things may become even worse under Trump’s administration.

It is concerning that seemingly necessary feel-good projects in water conservation will actually serve capitalism. But there is no denying that there are many examples of this across the world. NGO/corporate partnerships have served to contribute to learning experiences, provide green credentials for mining companies and other development to influence media and decision-makers, and create new mechanisms for access to resources and financial gain.

Standing Rock water protectors’ efforts were evoked in an article on the Ecosystem Marketplace website in which the author declared that 2016 was a year for learning the value of water. The article promoted market-based mechanisms like those developed by TNC. The real lesson to be learned is not that the value of water should be translated into market terms, but instead many have learned that resource appropriation (when not invisible) is backed up by state violence or the threat of it. Those who physically obstruct the Resolution Copper mine, or in any other case, in protest may be treated similarly to the water protectors fighting against DAPL.
