“We do not need charity. We’ll study this thoroughly and, who knows, maybe Bolivia can cooperate with the American people,” President Morales said, without explaining what he meant by cooperation with Americans. “Let them condition , let them blackmail us,” he added, heatedly. “To me, there’s never been any aid.”
According to the SETECI, since 2007, USAID had invested a yearly average of US$32mn in initiatives in Ecuador, the majority of which were implemented by local and international NGOs.
