U.S. Turning into Latin America’s Backyard

The second summit of the Community of Latin American and Caribbean States (CELAC) January 28-29 aroused great interest, first and foremost because this organization of Western Hemisphere countries does not include the U.S. or Canada. The Community was created after multiple attempts by countries in the region to democratize the Organization of American States (OAS), which is under the strict control of the U.S. and has more than once been used for repressive purposes against regimes undesirable to Washington. Attempts by the Bush and Obama administrations to use the OAS to «finish off the Castro regime», «neutralize» Hugo Chavez, etc. totally compromised this previously reliable tool of the Empire. It was Chavez who in the last years of his life worked on reforming regional organizations and creating counterweights to the United States in the Western Hemisphere. In accomplishing this complex task he was assisted by Argentinian leader Nestor Kirchner, Brazil’s Inacio Lula da Silva, Ecuador’s Rafael Correa, Bolivia’s Evo Morales and other statesmen of Latin America. The first CELAC forum, in which 33 countries participated, took place in Caracas in December 2011, and Chavez, in a speech at its opening, plainly declared that this political alliance was being created in order to «become the most influential center of power in the 21st century». He was supported by many presidents. Nicaraguan president Daniel Ortega spoke the most decisively, stating that the existence of CELAC is «the death sentence for the Monroe Doctrine». The State Department declared its position with regard to CELAC in 2011 as well, stating that it would continue «to work through the OAS as the preeminent multilateral organization speaking for the hemisphere». Washington is trying not to permit the formation of competing centers of power in the region. It is using all the means at its disposal and focusing on the tried and true strategy of «divide and conquer». There is a «fifth column» of conservative presidents who serve the interests of the oligarchs and monopolies and, keeping their own personal interests in mind, follow in the wake of Washington. When needed, these U.S. allies can be used to block any decision of CELAC, considering the principle of unanimity set down in the founding documents. Raul Castro, president of the Council of State and the Council of Ministers of Cuba, became the president of CELAC in 2013. When taking the reins from his predecessor, Chile’s Sebastian Pinera, Castro stated that he would work for the good of peace, justice, development and mutual understanding between all the peoples of the Latin American continent. «We will act in full accordance with the norms of international law, the Charter of the UN and the basic principles of interstate relations», said Castro. The Cubans have worked fruitfully to prepare around thirty documents for the summit in Havana. Of great significance for the strengthening of CELAC’s authority is a declaration affirming that Latin America and the Caribbean Basin remain a zone free from nuclear weapons. This is because the treaty was being systematically violated by the United States and England, whose atomic submarines would anchor off the coast of the continent fully armed. Information that nuclear warheads are being stockpiled at the English military base at Mount Pleasant on the Maldives, with the agreement of the Pentagon, is also troubling. The 70 U.S. military bases located in the region are a threat to peace as well. Some of them are functioning at full capacity (for example, in Colombia and Honduras), while others have been set aside for the future. The base at Guantanamo, Cuba has long ago become a symbol of the «fascisization» of the United States. The prisoners there, who are being held without due process, are subjected to physical and psychological torture. Many have urged the Obama administration to stop this inhuman practice, but as always, there has been no reaction. It was confirmed at the summit that controversies and conflicts between CELAC member countries would be resolved through negotiations in order to be permanently rid of the use of force in regions where there are old territorial disputes. There were also discussions, traditional for Latin American conventions, of such topics as fighting hunger, poverty, social inequality and drug trafficking. Here there have been positive changes, first of all in the countries of ALBA, the Bolivarian Alliance for the Peoples of Our America. Solidarity with Cuba and the condemnation of the U.S. economic blockade is another constant topic of Latin American forums. This fundamental position is also set down in the documents of the summit. Several speeches condemned U.S. mass espionage, especially by the NSA. Surveillance was (and is) being conducted of all the countries of the region without exception. Even such seemingly trusted allies as Colombia, Mexico, Guatemala and Costa Rica are under the magnifying glass of U.S. intelligence. The necessity of creating an electronic communications system which is well-protected from outside intrusion and a «Latin American Internet» was spoken of in particular by Ecuadorian President Rafael Correa. The creation of a China-CELAC forum was approved. The topic of China at the summit testifies to the great success of China’s financial and economic penetration into the region. The scale of Beijing’s work toward undermining U.S. dominance in the Western Hemisphere is stunning. Practically all of the countries on the continent, from Belize to Uruguay and from Mexico to Chile, have thrown open their doors to Chinese capital. More and more frequently the opinion is heard that the U.S. is a colossus with feet of clay. Therefore the stake of both «right» and «left» Latin American governments on China is justified. The Latin Americans are deftly making use of the geopolitical confrontation between the old (decrepit) and new superpowers for their own interests. The discussion at the summit of the possibility of granting Puerto Rico full membership in CELAC also has negative implications for the U.S. This is practically a declaration of the need to grant Puerto Rico independence. Its semi-colonial status as a «free associated state» is a holdover from the past. Patriotic forces in Puerto Rico have been resisting imperial dictates for decades. The support of CELAC gives them additional opportunities to debunk manipulations in the propaganda war trying to prove that the citizens of Puerto Rico «en masse» are in favor of turning their country into yet another U.S. state. The initiators of the event were the International Republican Institute (IRI) and the Center for the Opening and Development of Latin America (CADAL), organizations created by the CIA for conducting subversive operations. In this particular case, people who have long ago been revealed to be terrorists and paid agents of U.S. intelligence are doing the Empire’s dirty work, attacking Cuba and Latin American «populists». Among them is Carlos Alberto Montaner, who calls himself a «publicist». His career as a «bombista» began in the first years of the Cuban revolution. Many people in movie theaters and shopping centers in Havana have died by his hand. Ramon Saul Sanchez is no different; he is a former member of the terrorist group Omega 7 who organized a bombing at the Cuban consulate in Montreal and threw explosives into the car of the Cuban Ambassador to the UN. Julio Rodriguez Salas, a former Venezuelan military officer and an agent of U.S. military intelligence, can boast of similar feats; he participated in the plot to overthrow Chavez in April 2002. 

US Halts Economic Aid to Bolivia Citing Expulsion of USAID

The United States has halted all economic aid to Bolivia, because that country expelled representatives of the USAID last May, the Bolivian press reported.

USAID stands for U.S. Agency for International Development.

In 2006, when President Evo Morales took office, that aid amounted to about $40 million a year for programs of health care, environmental protection and economic development. That amount has since declined.

“Our economic support has always been delivered through the USAID, and, at the request of the Bolivian government, that agency no longer functions here, so economic support is no longer an issue between the two countries,” said Larry Memmott, U.S. chargé d’affaires in La Paz, interviewed by the radio station Fides on Thursday (Jan. 30).

Bolivia expelled the USAID on Sept. 30, 2013, almost five months after Morales accused that agency of having funded nongovernment organizations (NGOs) and opposition groups. The USAID established its presence in Bolivia in 1964.

President Evo Morales on Friday said that Bolivia “does not need charity” and pointed out that the U.S. had vowed to contribute to Bolivia’s fight against drug trafficking, according to the Bolivian press.

“If we talk about the struggle against drug trafficking, because of international agreements, [the U.S.] has the obligation, within its shared responsibility to contribute to the struggle against drug trafficking. That’s not aid,” he said.

Evo Morales ends 2013 with an approval rating of 60 percent

President Evo Morales said today that as a matter of dignity, his government will not allow any conspiracies by nongovernmental organizations accredited here. “As a matter of dignity of the Bolivian people, we will not allow any NGO to use its funds to plot against democracy and the national government,” said Morales.

Morales told journalists that the Bolivian people have the constitutional right to do politics, but not to plot with foreign capital.

“But some ONGs come here to conspire, funding opponents who come and treat us as if we were uneducated, looking down on us as any master or empire would do, and this is will not be permitted,” he said.

Morales also described as positive the work carried out by some NGOs that contribute and coordinate their efforts with municipal governments and mayors to promote social development. That kind of cooperation is guaranteed by his government, he said.

On Friday, Minister of the Presidency Juan Ramon Quintana announced the expulsion of the Danish NGO Ibis for promoting division within Bolivian social organizations.

“Ibis must leave Bolivia because we were able to prove its political interference and intolerable behaviour aimed at influencing social organizations to divide them and trigger clashes among the people,” Quintana said at a press conference.

In his seminal study Science of Coercion, Christopher Simpson observed that communication might be understood as both the conduit for and the actual substance of human culture and consciousness. As Simpson noted, psychological warfare is the application of mass communication to modern social conflict.

 

In the U.S. Army War College manual on psychological warfare, the stated objective is to destroy the will and ability of the enemy to fight by depriving them of the support of allies and neutrals. Some of the methods used in the manual are sowing dissension, distrust, fear and hopelessness.

 

In the decades since these publications were first published, a new form of psywar has emerged in the form of false hope. With unlimited funding and organizational support from foundations like Ford, Rockefeller, Gates and Soros, U.S. Government propaganda now has a vast new army of non-profits that, along with corporate media and academia, serve as both a third wing of mass consciousness and a fifth column for destabilization campaigns worldwide.

 

As Cory Morningstar captures The Simulacrum in her multi-part series on the non-profit industrial complex, domesticating the populace is a fait accompli, and the only question remaining is what will happen if and when capitalist activism is seen for what it is. By following the money from aristocratic derivatives to embodiments of false hope like Avaaz, MoveOn, and Change, Morningstar steps through the looking glass to expose how NGOs have become a key tool of global dominance using social media as a means of social manipulation.

 

When the smoke generated by phony progressives clears, all that is left is an industrial wasteland of false hope and real threats. When the betrayals of NGOs like Amnesty International and Human Rights Watch are known, we can finally begin to exercise our responsibilities. Until then, programs like Democracy Now remain little more than adult versions of Sesame Street for the toy Che brigades.

At the helm of this matrix, we find the organization Avaaz residing over the complex, with key players replicating their ideologies throughout the global matrix. Avaaz has morphed into the quintessential gatekeeper of the oligarchy. This particular segment of this investigative report will focus on requisite information about and intrinsic alliances of the key people who co-founded and comprise Avaaz, as well as many key sister/partner organizations and affiliates of Avaaz; the founders; Res Publica, GetUp and MoveOn, and the new up and coming Purpose, Globalhood, and SumOfUs. Avaaz was founded by Res Publica, described as a global civic advocacy group, and Moveon.org, “an online community that has pioneered internet advocacy in the United States.” The Service Employees International Union and GetUp.org.au were also publicly recognized as founding partners of Avaaz: “Avaaz.org also enjoys the partnership and support of leading activist organizations from around the world, including the Service Employees International Union, a founding partner of Avaaz, GetUp.org.au, and many others.” [Further reading on the formation of Avaaz can be found in Part II, Section I of this investigative report.]

In the public realm, Res Publica is said to be comprised primarily of an affiliation of three key individuals; Tom Perriello, a pro-war (former) U.S. Representative who describes himself as a social entrepreneur; Ricken Patel, consultant to many of the most powerful entities on Earth and the long-time associate of Perriello; and Tom Pravda, a member of the UK Diplomatic Service who serves as a consultant to the U.S. State Department.

President and CEO of Direct Relief International, Thomas Tighe, in a provocative piece of video describing the unsavory relationship between international NGO’s and the U.S. Government – specifically that of USAID (the US Agency for International Development). The organizations only get funding according the their acquiescence to the government’s terms and conditions. Therefore, the ‘beneficent’ relationship is inextricably linked to the criteria of Western imperialism.

In 1995, self-sufficient Eritrea, another target of US destabilization, also expelled USAID in order to protect and build Eritrean autonomy.

“Is there a tie-in to foreign intelligence in all this? Public records show that USAID has long been a front for CIA intelligence gathering, as well as a conduit for CIA funding to foreign governments and agencies.

The USAID’s infamous Office of Public Safety, for example, received cover and funding from the USAID while directed by the CIA. More information on all this was released in July 2007 with the publication of the CIA’s long-suppressed “Family Jewels” set of documents. (Pages 607 to 613 of the Family Jewels papers describe this program as a “joint CIA/USA training program.”)

“According to a 1973 document revealed in the Family Jewels CIA documents, around 700 police officers were trained a year (by the Office of Public Safety), including in handling of explosives,” Wikipedia summarizes. “The United States has a long history of providing police aid to Latin American countries. In the 1960s the U.S. Agency for International Development’s (USAID) Office of Public Safety (OPS) provided Latin American police forces with millions of dollars worth of weapons and trained thousands of Latin American police officers. In the late 1960s, such programs came under media and congressional scrutiny because the U.S.-provided equipment and personnel were linked to cases of torture, murder and ‘disappearances’ in Argentina, Brazil, and Uruguay.

“In Washington, DC, the Office of Public Safety had remained immune to public embarrassment as it went about two of its chief functions: allowing the CIA to plant men with the local police in sensitive places around the world; and after careful observation on their home territory, bringing to the United States prime candidates for enrollment as CIA employees. The OPS’s director in Washington, Byron Eagle, was close to the CIA.”

Former USAID Tobias was believed to have held a Top Secret security clearance, the result of what is known as a supposedly rigorous “Single Scope Background Investigation,” or SSBI.”

This recent “exercise of sovereignty”, as expressed by Morales, is consistent with the political trajectory of decolonising development since the indigenous leader came to power in 2006. The nationalisation of industries, the push for regional integration and repudiating Western intervention have been met with diplomatic aversion expressed by representatives of US foreign policy.  Foreign aid channelled through USAID programmes, whether rendered directly to local governments or to non-governmental organisations, has been linked to destabilisation and insurgency efforts launched from such sectors of civil society as politicised trade unions, environmental groups and health networks.

It was the trendy grain quinoa that brought Evo Morales to New York, by way of Caracas where he tried to visit bed-ridden Hugo Chavez.

TRANSCRIPT:

Thank you, Mr. President. Dear Ministers, dear colleagues.

Belgium is indeed the land of surrealism. This morning we learned in the media that the Belgian army is incapable of fighting some extremist soldiers having radical Islamist beliefs existing within its own ranks and who cannot be dismissed by legal of legal means. However, at the same time, we decide to help France in its war against “Terror” by providing logistical support for its operation in Mali.

What wouldn’t we do in order to fight against terrorism outside our borders? I just hope we took care not to send for this anti-terrorist operation in Mali, these much talked about Belgian Islamist soldiers! I seem to be joking, but what is going on in the world today does not make me laugh at all. It doesn’t make me laugh because without any doubt, the leaders of our Western countries are taking the people for imbeciles with the help and support of the Media which are nothing more today than an organ of propaganda of the ruling powers.

Fighting “terrorism” for destabilization

Around the world, military actions and regime’s destabilization are becoming more and more frequent. Preventive war has become the rule. And today, in the name of democracy and the fight against terrorism our states grant themselves the right to violate the sovereignty of independent countries and to overthrow legitimate leaders. There has been Iraq and Afghanistan, the wars of the American lie. Came later, Tunisia, Egypt, Libya where thanks to your decisions, our country has been “first in line” to participate in crimes against humanity, in each case to overthrow progressive and moderated regimes and to replace them by Islamist regimes, and – isn’t it weird? – their first will was to impose Sharia law. This is exactly what is currently happening in Syria where Belgium is shamefully funding the arming of the Islamist rebels who are trying to overthrow Bashar Al Assad.

Thus in the midst of economic crisis, as more and more Belgians can no longer house themselves, feed, heat and cure themselves – Yeah, I can hear what a filthy populist I am – Well, the Minister of Foreign Affairs decided to offer the Syrian rebels 9 million euros! Of course, they’ll try to make us believe that this money will be used for humanitarian purposes … one more lie! As you can see, for months, our country is only participating to put in place, Islamic regimes in North Africa and the Middle East. So, when they come and pretend to go to war in order to fight against terrorism in Mali, well … I feel like laughing. It’s false! Under the appearance of good actions, we only intervene to defend financial interests and to complete a neo-colonialist mindset.

It’s real nonsense to go to help France in Mali in the name of the fight against Islamic terrorism when at the same time, we support in Syria the overthrow of Bashar al-Assad by Islamist rebels who want to impose Sharia law, as was done in Tunisia and in Libya. It is about time to stop lying to us and treating people like imbeciles. The time has come to tell the truth. Arming the Islamist Rebels, as Westerners have in the past armed Bin Laden, that friend of the Americans before they turned against him, well, the western countries are taking the opportunity to place military bases in the newly conquered countries while favoring domestic companies.

Everything is therefore strategic. In Iraq, our American allies have put their hands on the country’s oil wealth. In Afghanistan, it was its opium and drugs – always useful when it comes to make lots of money pretty quickly. In Libya, in Tunisia, in Egypt or then again in Syria, the aim was and still is today to overthrow moderate powers, to replace them by Islamist powers who very quickly will become troublesome and that we will shamelessly attack, pretending once again to fight terrorism or protect Israel.

Thus the next targets are already known. Within a few months I bet that our eyes will turn to Algeria and eventually to Iran. To go to war, to free people from an outside aggressor is noble. But to go to war to defend the interests of the USA … To go to war to defend the interests of big corporations such as AREVA … To go to war to put our hands on gold mines, has nothing noble at all and it reveals our countries to be attackers and thugs!

“Fuck you” to the leaders, left and right

No one dares to speak, but I will not shut up! And if my battle makes me look like an enemy of this system who flaunts the Human Rights in the name of financial, geo-strategic and neo-colonialist interests, so be it! Flaunting and exposing this regime is a duty and makes me proud. And honestly, I apologize for my low class speech, but fuck you, all the so-called do-gooders, both left and right wingers or from the center who are today licking the boots of our corrupted powers and who will be pleased to ridicule me. Fuck you all, leaders who are playing with your bombs as kids do in a playground! Fuck you! – you who pretend to be democrats while you are nothing more than low class criminals. I don’t have much respect either for the journalists who have the audacity to label the opponents as mentally retarded while basically, they know very well that these opponents are right. Finally, I despise at the highest point those who believe they are the kings of the world and who are dictating their laws because I am on the side of the truth, the side of justice, the side of innocent victims of looting at all costs.

And it is for this reason that I have decided to clearly oppose this resolution. Since the beginning of the French operation, the lie has been organized. We are told that France is only answering the call for help of a Malian president. We almost forget that this president has no legitimacy and that he was put in place to ensure the transition following the coup of March 2012.

Who supported this coup d’état? Who started it? For whom is this president of transition actually working? This is the first lie! The French president, François Hollande dares to pretend to wage this war to fight against jijadists who threaten (Ohhh do you realize!) who threaten the French and European territory! But what an ugly lie! By taking the official argument, while taking the opportunity to frighten the population, increasing the terror alert level, implementing the Vigipirate plan our leaders and media are demonstrating an un-imaginable outrage! How dare they use such a point while France and Belgium have not hesitated to arm and support Jihadists in Libya and that these same countries continue to support these Jihadists in Syria. The pretext hides strategic and economic purposes.

Our countries are no longer fearing inconsistency because everything is done to hide it. But the inconsistency is well present. It is not tomorrow that you’ll see a Malian citizen commit an act of terrorism in Europe. No, unless we’ll suddenly create one so we an justify this military operation. Haven’t we created September 11th, after all, to justify the invasions, arbitrary arrest, torture and massacre of innocent populations? Thus, to create a Malian terrorist is no big deal!

Protection of Human Rights as a pretext for war

Another pretext used these recent months to justify military operations is the protection of Human Rights AHHH! … This pretext is still used today to justify the war in Mali. But yes! We have to act, otherwise the evil Islamists will impose Sharia law in Mali, stoning women and cutting the thugs’ hands off. Oh! The intention is truly noble. Noble and salutary for sure. But then why is it, Good Lord, why is that our countries have contributed in Tunisia and Libya to the accession to power of Islamists who have decided to apply this Sharia Law in these countries which were still not so long ago, modern and progressive?

I invite you to ask the young Tunisians who have launched the revolution in Tunisia, if they are happy with their current situation? This is all hypocrisy. The purpose of this war in Mali is very clear. And since nobody will talk about it, I WILL. The purpose is to fight against China and allow our American ally to maintain its presence in Africa and the Middle East. This is what guides these new-colonialist operations. And you will see, when the military operation will be over, France will, of course, keep its military bases in Mali. These bases will be a benefit to the Americans as well. Western corporates will put their hands on juicy contracts that will once again deprive re-colonized countries of their wealth and raw materials.

So let’s be clear, the primary beneficiaries of this military operation will be the owners and shareholders of the French giant AREVA who has been trying for years to obtain a uranium mine in Falea, a town of 17,000 inhabitants located at 350 km from Bamako. And I don’t know why but my little finger is telling me that it won’t take long before AREVA will eventually exploit that mine. I don’t know, it’s an impression I have. It is therefore out of the question that I would take part in this colonialist mining – that modern times colonialism. And for those who have doubt about my arguments, I sincerely invite them to learn about the wealth of Mali. Mali is a major producer of gold, but recently it has been designated, recently, eh … – as being a country that offers a world class environment for the exploitation of uranium. How strange! One step closer to a war against Iran, it is obvious.

Time to get Belgium out of UN, NATO & EU

For all these reasons and in order to not fall into the traps of lies they are telling us, I’ve decided not to give my support to that intervention in Mali. Therefore, I will vote against it. And by doing so, I’m being consistent since I never supported in the past our criminal interventions in Libya or in Syria, and so being the only MP in this country to defend the non-interference and the fight against obscure interests. I really think it is about time to put an end to our participation in the UN or NATO and get out of the EU if Europe instead of providing peace becomes a weapon of attack and destabilization of sovereign countries, submissive to financial rather than human interests.

Opponents to Mali Regime are not “terrorists.”

Finally, I can only urge our government to remind President Hollande the obligations resulting from the Geneva Conventions regarding the respect of all prisoners of war. Indeed, I was shocked to hear on television from the mouth of the French President that his intention was to “destroy” – I say “destroy” – Islamist terrorists. So, I do not want the qualification to be used to name the opponents to the Malian regime – it is always convenient today to talk about Islamic terrorists – to be used to circumvent the obligations of any democratic state in terms of respecting the rights of prisoners of war. We expect such respect from the Fatherland of Human Rights.

In conclusion, let me emphasize how lightly we decide to go to war. First, the government acts without any consent from the Parliament. It appears as though it has the right to do so. It sends equipment, men to Mali. The Parliament subsequently reacts and when it responds, as today, well, this institution [today] happens to be composed of only 1/3 of its members. Much less if we speak of the French speaking MPs. It is therefore a guilty lightness which does not really surprise me, coming from a Parliament of Puppies, submitted to the dictates of political parties. Thank you.

The U.S. Prepares for Military Action in Bolivia

The scandal over the «scientific team from the USA» broke out, despite attempts by the U.S. Embassy in Bolivia to kill it off. In June 2012, a team of team of specialists numbering 50 people came to the country, ostensibly to study the adverse effects of high altitude on humans and their capacity for rapid recovery of their fighting ability. To avoid attracting attention, the Americans used tourist visas and passed through border control in small groups. One group of these specialists went to the Yungas area, and another group to the slopes of Mount Chacaltaya. «Tourist» trails have been laid in the border areas with Peru and Chile.
